CityU HK Tech 300 Webinar – Intellectual Property & Startup

City HK Tech 300 webinar named “Intellectual Property & Startup” was held on 29th May 2021.  Mr. Frederick Kwok, Mr. Steven Fung and Mr. Raymond Chan are invited guests for this talk and Dr. Victor Lau is moderator. 


Mr. Frederick Kwok (Senior Solicitor, IPD, HKSAR Government) was the first speaker and he introduced what is intellectual property that including Patent, Trademark, Registered Design and Copyright.


Then he briefed there are three types of patent including Standard Patent (Original Grant), Standard Patent (Re-registration) and Short-term Patent.  Their protection year, direct filling and substantive examination were different.  He also explained the patentability which depended on Novelty, Inventive Step, Susceptible of Industrial Application and Not under Excluded Categories.


And then he mentioned the procedure of Standard Patent (Original Grant), Standard Patent (Re-registration) and Short-term Patent. The standard 5 steps are “Filling of application”, “Formality examination”, “Publication”, “Substantive examination” and “Grant of patent”. 


Finally, Mr. Kwok stated Trade Mark which is a sign that distinguishes the goods and services of one trader from those of others (10 years).  Registered Design included features of shape, configuration, pattern or ornament applied to an article by any industrial process (25 years, renew every 5 years). And Copyright that protect form of expression but not ideas.  Lastly, he briefed the service of IP department (IPD) and shared some resource links.


Mr. Steven Fung (Partner, Marks & Clerk Hong Kong) was the second speaker.  He then gave an overview on “Types of IP”, “IP Systems Mechanics”, “Recognizing IP in your business” and “Steps for the Entrepreneur”.

Metrology Symposium 2021 (Metrology Around Us)

The Government Laboratory (GL), Hong Kong Council for Testing and Certification (HKCTC), Open University of Hong Kong (OUHK) and Standards and Calibration Laboratory of Innovation and Technology Commission (SCL) jointly organized the online Metrology Symposium 2021 on 28th May 2021.  The theme is “Metrology Around Us”.  Hong Kong Society for Quality (HKSQ) was one of supporting organizations. The seminar aimed to share selected several interesting topics around our daily life and the recent development in the transformation of the International System of Units (SI) to the digital world led by the International Committee for Weights and Measures (CIPM).  Group photo was took after welcoming address and opening remarks.


The first speaker was Mr. Brian HT Lee (Electronics Engineer, SCL) and his topic entitled “Can we use a smartphone as a luxmeter?” In the beginning, he asked us to think a student proposed to measure the plant’s growth rate against light condition using luxmeter. Is this measurement method appropriate? 


Then he introduced basic theory of photometry and radiometry, as well as photometric units.  Some daily life examples of luminous flux were discussed. 


Finally, Mr. Lee compared the key components in smartphone and instrumental luxmeter.  The key difference was the acceptance angle that the smartphone luxmeter reading is dropped by ~10% to the instrumental luxmeter.


The second speaker was Dr. Alvis CF Au Yeung (Electronics Engineer, SCL) and his topic named “Is time running at the same rate at different places in Hong Kong?”  Dr. Yeung shared the content including definition of second, Caesium and optical clock as well as general relativity theory.


Firstly, Dr. Yeung briefed the definition of second, SI base unit of time. It used the fixed numerical value of the caesium frequency to express the unit Hz (s-1).


Then he briefed the general relativity theory and Lorentz time dilation named after the Lorentz transformation that related the space-time coordinates.  And he introduced the effect of the gravitational time dilation. He showed the different altitude in Tai Mo Shan and Avenue of Stars.


Finally, Dr. Yeung calculated the atomic clock runs 9ns faster per day at Tai Mo Shan.

CityU Eminence Society – Annual General Meeting (AGM)

The Annual General Meeting (AGM) was held online on 21st May 2021.  The purpose for this meeting was to confirm the proposed members for the 6th Executive Committee (2021-2023). We appreciated Mr. Weeky Wong (Immediately Past Chairman, CES) and congratulated to Dr. Raymond Leung (Chairman, CES), as well as, welcome some new members such as Dr. Sunny Chai, Dr. Yuen Pak-leung, etc. 


We were looking forward the coming events and activities organized by new committee.

FHKI – The 1st Compliance Committee Meeting

I am honor to be Honourable Compliance Advisor in FHKI Compliance Committee that invited by Dr. Sunny Chai in 2021.  The first meeting was held on 20th May 2021.  Ms. Clara Chan is the committee chairlady; Mr. Gordon Lo (Director General - FHKI) and I are members of the committee. 

Let’s contribute our knowledge on corporate governance to FHKI for continual improvement.

ESG Online Seminar – Team Leadership: “Smart Leadership” to Empower Your Team to Solve New Problems

The Executive Study Group (ESG) online seminar named “Team Leadership: “Smart Leadership” to Empower Your Team to Solve New Problems” was held by the ESG, Asia Pacific Institute for Strategy Limited (APIFS) on 13th May 2021.   In the beginning, Dr. Mark Lee briefed the background, history and goal of Asia Pacific Institute for Strategy Limited (APIFS), as well as Industry-support during Covid-19.   The content included “Business Complicatedness”, “Smart Leadership for Self-Initiated Problem Solving” and “The Opportunity within Covid-19”.


In the beginning, Dr. Mark Lee used a leading hotel case to explain the barrier for self-initiated problem solving by frontline staff even though more incentives and training applied.  Then he raised a poll to survey do our business operation become more or less complicated. Most participants selected more complicated (53%) of their business operation compared with 5 years ago.


Then Dr. Lee explained the rapid increase of complicatedness continuously.  KPI driven organizations would be one of indicators and caused conflicting goals and discouraged team cooperation.


And then he mentioned carrot-and-stick became ineffective in digital era because of job dissatisfaction and more passion staff to be more disappointment under highly complicated procedures.  


In order to motive passion staff, it needed to equip staff for Autonomy and Cooperation.  So that he introduced the objective of smart leadership.


Two key factors of smart leadership were Autonomy and Cooperation.  Autonomy could empower right people to make good choice that motivating people for cooperation.


After that the 4 elements of Smart Leadership from Autonomy to Cooperation were discussed and they included for items as follows:

1.      Understand Coworkers’ “Work Context”

2.      Reinforce Subordinates Who Are “Integrators”

3.      Add New “Power Source” to Energize Subordinates

4.      Use “Rich Objectives” to Foster Reciprocity


For Work Context, there separated into four elements and they were Goals, Challenges, Resource and Constraints.  Then the second poll was to select the most difficult one.  50% of participants voted “Constraints”. 


And then he introduced to identify Integrators to solve internal conflict and to reinforce power to them.  


The 3rd poll of integrators about which the following empower step was the most difficult?

1.      Increase their responsibilities (23%)

2.      Give them a greater say on issues that matter to others (33%)

3.      Remove some formal rules and procedures (44%)


Add New Power Source to enforce cooperation was discussed and without taking power away from others in the system.  By giving individuals new responsibility for issues that matter to others and to the company’s performance.


Finally, Dr. Lee explained how to rich objectives and expanded the boundaries.  He used airline service as example.


And briefed the virtuous cycle by common interests that included the following steps.

1.      Right Level Cleaness

2.      On-time Departure

3.      Less Customer Complaints

4.      Easier to manage passengers

5.      Arrive home on time, more time to clean next


Lastly, he raised some opportunity to employ smart leadership during Covid-19 that unlocked staff potentials for value-adding works.  


At the end, the last poll was which strategy was the most difficult?  Use “Rich Objectives” to Foster Reciprocity (36%) and Add New “Power Source” to Energize Subordinates (31%) were most participants voted.

CityU HK Tech 300 - Introduction

City HK Tech 300 was launched on 23rd Mar 2021 and the session of introduction was held on 4th May 2021.  In the beginning, Dr Laura Lo (Associate Vice-President (Chinese Mainland Affairs Office)) gave introductory speech and showed a video.


Then Dr. Tracy Cheng and Ms. Carmen Ng briefed the details of CityU HK Tech 300 that would invest HK$500M in next 3 years to launch 300 startups championed by CityU students.


The vision, eligibility and impact were also described.


Then the training schedule with different cohorts in 2021 and 2022 were introduced.


After that the HK Tech 300 seed fund application time and details were discussed.


Finally, they introduced collaboration with different incubators in Hong Kong including Science Park, HKAI Lab, Cyberport, ASTRI and different industry associations. Lastly, some alumni shared their experience and mentoring scheme was mentioned.


During Q&A Session, some of them were summarized below.

-          Seed fund proposal submission will start on 15 May 2021 and deadline is on 2 Jun 2021.

-          Seed fund could be applied individually and not necessary a company but angel fund is only for company limited.

-          Seed Fund Interview is 5 min to explain your company technology, nature, development/milestone with 10 min Q&A.

-          Interview using English

-          HK$100,000 seed fund is for one year with 3 milestone that $40,000 after the contract signed, $40,000 after the half year milestone achieved and $20,000 after the project completed.


At the end, Dr. Ron Chi-wai Kwok gave closing remark.
