HKSQ Study Mission for Industry 4.0 – Day 1: Visit to CSQ

The role of Quality Professionals will become more important in the new Industry Revolution - Industry 4.0, because more customer involvement and data communication have to be managed effectively and efficiently.  Taiwan is one of the first movers on Industry 4.0 research and application in Asia Pacific, and enterprises adopted the result and prepared for the new wave of smart manufacturing. Since there are many common features of Taiwan and Hong Kong manufacturing industry in terms of geographic operations, management systems and customer scope, this is an opportunity to Quality Professionals to learn from their experience of the development roadmap.  Therefore, the study mission named “Quality Professionals preparing for Industry 4.0” was organized by Hong Kong Society for Quality (HKSQ), supported by ASQ and Hong Kong Quality Function Development Association (HKQFDA) from 16 to 20 November 2016.  Firstly, we visited Chinese Society for Quality (CSQ) to attend seminar for Industry 4.0 on 16 Nov 2016.  In the beginning, our chairman Mr. Peter Fung (馮光) (middle) took a photo with Mr. Liu Li Tsung (劉黎宗) (President, CSQ) and Mr. Lai Hsin-Yang (來新陽) who presented his book named “帚珍集” which summarized his 60 years quality life.

I was honor to have Mr. Lai Hsin-Yang (來新陽) book too and took a photo for memory.


Ms. Catherine Chan (President, HKQFDA) also had Mr. Lai’s book and they were very good friend for long time.


Starting of the seminar, Mr. Liu Li Tsung (劉黎宗) (President, CSQ) gave a welcome speech.  He briefed the coming 2nd World Summit for Chinese Quality would be in Taiwan in Nov 2017.  Then he mentioned this seminar related to Industry 4.0 and One Belt One Road.


Then Mr. Peter Fung (Chairman, HKSQ) gave an introductory speech. He introduced HKSQ members in this trip and mentioned the re-industrialization in Hong Kong.


We had 12 participants in this study mission. We were all happy being introduced by our Chairman.

The first keynote speaker was Mr. Kuan Sheng-Pin (官生平) (CSQ exco member, QKC convener and secretary of CSQ International relationship committee) and his presentation topic entitled “Knowledge Quality People should be owned by the Quality Practitioners under the Development of Industry 4.0”.  In his talk, he presented the national level planning, Productivity 4.0 and Industrial development, Made in China 2025 and Industry 4.0.  Then he mentioned the Father of Quality Management in China – Prof Liu Yuanzhang who introduced three quality concepts into China which were Control Chart, Sampling Inspection and DOE.  


Then Mr. Kuan briefed the Industry development in the past 3 generations. And he compared the development strategy with China after 2010 for Industry 4.0. 


Mr. Kuan also introduced the Taiwan Productivity 4.0 Initiative (from 2016 to 2024). In this stage, the information management included ERP/MES/PLM/SCM/CRM/Internet/IoT/CPS.  After that he mentioned Five plus Two Industries Development (5 +2).  5 Industries included Asia Silicon Valley, Biomedical, Green Energy, AI Robotic and Military Aerospace, as well as plus 2 that were New Agricultural and Recycle Economic. 


And then he described the 6C + 6M equal to Industry 4.0.  6C stand for Content, Cyber, Cloud, Connection, Community and Customization; 6M stand for Model, Measurement, Method, Machine, Material and Maintenance.  (Details of this part had been presented in ANQ 2016 at https://qualityalchemist.blogspot.hk/2016/09/anq-congress-2016-vladivostok-russia.html )


After that Mr. Kuan stated the Asia Network for Quality (ANQ) approach to work balance with ASQ and EOQ geographically in which was found matching China’s One Belt One Road (OBOR) strategy.  We discussed the international social responsibility of quality societies under OBOR strategy.  He proposed sustainable business management included economic growth, environmental and social responsibility.  Mr. Kuan also mentioned the National TQM (NTQM) (Proposed by Dr. Chih-Han Wang (王治翰) and presented in the 15th China Quality Award cum Chinese Quality Forum at https://qualityalchemist.blogspot.hk/2015/11/the-15th-china-quality-award-cum.html )


At the end, MR. Kuan told us their action plan for quality professional training and certification for Industry 4.0.  They planned to prepare reference handbook for “Industry 4.0”, developing training and practice mechanism, certification for product reliability, government department quality development, establishing world Chinese quality knowledge website and prepare World Summit for Chinese Quality, etc. 


Dr. Dirac Liao (廖德銘) (VP, Browave Corporation (波若威科技)) was the second keynote speaker and his topic named “Reliability Thinking based on the industrial competition under Industry 4.0”. Dr. Liao said the height and deep of the reliability management decided your competitive power’s strength and coverage.  Then he mentioned the One Belt One Road which was the busing environment changing.  Dr. Liao proposed using 1-2-3-4-5-5-10 for describing Made in China 2025.  They were showed as follows:
1 – One Objective
2 – Integration of Information and Industry
3 – Three decade from big industry country to great industry country and stand in the top tier.
4 – Four principles
5 – Five basic policies
5 – Five engineering
10 – Ten key industries


In the international situation, Dr. Liao said Taiwan was isolated from TPP and RCEP!  He proposed using our culture to seek the direction. We didn’t only consider the regional but the whole Chinese Culture so as to enhance the global competitiveness.  In the Industry 4.0, we needed fast manufacturing for customer.  We needed the cross-discipline capability and integration.  


Dr. Liao told us back to the BASICS.  There were four basics in quality as follows.
1.      Team management and quality awareness (e.g. establishing Task Force)
2.      Product design (e.g. Part, Material and Process)
3.      Inspection and testing system (e.g. Quality Concern, FPY, NPI, Verification & Validation)
4.      Failure analysis and preventive system (e.g. Workmanship Std, 4M+1E, SPC and FRACAS –Failure Reporting, Analysis and Corrective Action System: Failure Symptom (FS), Root Cause (RC), Corrective Action (CA) and Preventive Action (PA))


Then Dr. Liao discussed the new product introduction (NPI) and the Reliability was most important for Design Robustness through V&V (Verification and Validation) of the product life cycle.  For reliability knowledge inherited, he proposed to enhance REDI reliability forum (internet discussion group) 


After the seminar, we took a group photo.


Then we visited CSQ office and library.  Mr. Liu Li Tsung (劉黎宗) introduced their publication to us. 


We were appreciated for CSQ dinner arrangement and we took some photos to catch our happy time.
