ASQ InfVoices – Future of Quality 2015

The topic in May 2015 of ASQ Influential Voices was “What’s the Future of Quality?” ASQ CEO Bill Troy told us a “bit of a departure” from past editions of the ASQ Futures Study report. The first ASQ Futures Study was conducted in 1996. Subsequently, ASQ’s Board of Directors decided to repeat the study every three years. So it repeated in 1999, 2002, 2005, 2008 and 2011. Previous studies aimed to identify key forces that will shape the future of quality. However, the new report entitled “Quality Throughout” in which contained solid 88-page report and is a compilation of essays from experts in their fields, from around the globe.


The ASQ Future of Quality Summary of Key Forces from 1996 to 2011 was showed in the following table. (Those discussion in conferences and seminar were recorded in reference)


The new ASQ 2015 Future of Quality Report contained ten dimensions for discussion and they were:
- The Future of Leadership
- The Future of the Internet
- The Future of Global Aerospace
- The Future of Manufacturing
- The Future of Cities
- The Future of Healthcare
- The Future of Education
- The Future of Energy
- The Future of Customer Experience (CEx)
- The Future of Quality

My point of the Future Quality should be matching the Five Technology Megatrends included “The Cloud as Supercomputing”, “Material Shifts”, “Robot Renaissance”, “Manipulating Biology” and “Decrypting the Brain”. (By Allen Yeung at HKETA Symposium on Innovation & Technology 2014)



Employing technology based on the megatrends with Quality, I believed that could solve the problem come from population shift (older), environmental pollution, over-production, etc.

HKQAA Symposium 2015 (Part 2)

HKQAA Symposium 2015 was key annual event which organized by Hong Kong Quality Assurance Agency (HKQAA) on 29th May 2015. Hong Kong Society for Quality (HKSQ) was one of supporting organizations since 2006. The symposium’s frame in this year was “Strategic Management of Megatrends to Achieve Sustained Success” and I summarized it below for sharing.

Before the afternoon session, I took a photo with HKQAA friends Dr. Nigel Croft (ISO Technical Subcommittee on Quality Systems (ISO/TC176/SC2) and Mr. KT Ting (General Manager, Market Research Business) in front of the symposium banner.


Then I also took a photo with my old friend Mr. Li Rong (Chairman, Shenzhen Association for Quality) and my boss Ir Allen Yeung (Chief Corporate Development Officer (CCDO), HKSTP).


Afternoon Session

Dr. Micheal Lam (CEO, HKQAA) gave an opening speech in the afternoon session. He briefed the morning session was about sustainable development and investment. Afternoon session would focus on mega trend and discussed how industry to overcome the challenge of future economic.


The first speaker was Mr. Victor Lam Wai Kiu, JP (Acting Government Chief Information Officer, the government of HKSAR) and his presentation topic entitled "Managing Opportunities and Risks in Digital Economy". Mr. Lam introduced world-class ICT infrastructure in Hong Kong such as 97% coverage broadband internet, high internet connection speed and minimal downtime (resilience). Moreover, he briefed the history of Hong Kong ICT development named “Digital 21 Strategy” through blueprint 1998, 2001, 2004 and 2008.


The recently blueprint named “Smarter Hong Kong, Smarter Living” in 2014. The content included building platforms, growing the ICT industry and developing intuitive service under new ICT trend such as Big Data, Cloud Computing, IoT and Wireless & Mobile. There were four actions to achieve “Smarter Hong Kong, Smarter Living” showed in the following diagram. (Some actions had been done including Wi-Fi.HK, Public Sector Information (PSI), iStartup@HK, Smarter City Infrastructure, Information Security, cybersecurity.hk, etc.)


The Information and Cyber Security became more and more important. Government coordinated different parties to implement the policy included Office of the Government Chief Information Officer, Security Bureau, Hong Kong Computer Emergency Response Team and Hong Kong Police Force. Some action directions were stated in the following diagram. Finally, Mr. Lam quoted Winston Churchill statement as conclusion that “A pessimist sees the difficulty in every opportunity and an optimist sees the opportunity in every difficulty.”


The second speaker was Mr. Zhu Zhaosheng (FusionInsight General Manager, IT Product Line, Huawei Technologies Co., Ltd.) and his presentation named "China Bank BigData Usecase – Huawei FusionInsight Solution". Mr. Zhu introduced BigData trend in the beginning and shared China Bank case with us.


Mr. Zhu compared traditional data process platform and new BigData platform in China Bank. It was found that many requirements could be real time which enhanced the customer service. For example, customer would like to find the record a half year or year ago, they needed to wait for a week in the past. But now, it needed several second! Moreover, Mr. Zhu also shared three projects named “Historical Transaction Detail Query”, “Real Time Credit Check”, and “Personalized Marketing Recommendation”.


The first part of panel discussion was moderated by Mr. Li Rong (Chairman, Shenzhen Association for Quality) (Right) with two guests and they were Mr. Zhu Zhaosheng (FusionInsight General Manager, IT Product Line, Huawei Technologies Co., Ltd.) (Left) and Dr. Toa Charm (Vice President (Professional Development) of Hong Kong Computer Society) (Middle).

Mr. Li asked about IT revolution such as Big Data application in different industry to add value for customer. Mr. Zhu said it was very common in USA to employ Big Data in Medical Industry. Dr. Toa added Big Data was not only for financial industry but also employed for traditional industry in order to enhance their competitive edge. However, CXOs should know how to support Big Data.

Then I introduced Mr. Li Rong to Dr. Nigel Croft for future cooperation in Shenzhen. Per Mr. Li information, Shenzhen was focusing on standard development. Dr. Croft had a presentation in Shenzhen in July this year.


Ir Allen Yeung (Chief Corporate Development Officer, HKSTP) was the third speaker and his topic was “Innovation Business Incubation – Foster the Growth of Technology”. Firstly, he briefed our vision and mission, as well as some background information of Science Park such as number of R&D people and companies in Science Park, InnoCentre and Industrial Estates.


Then Ir Allen Yeung mentioned our 5 key technology clusters included Biomedical Technology, ICT, Material & Precision Engineering, Electronics and Green Technology. Our technology platforms included Robotics and Ageing sessions. Allen said we nurtured talents and accelerated technological innovations through different schemes. Then he introduced three incubation programmes named “Incu-App”, “Incu-Tech” and “Incu-Bio”.


Finally, Ir Yeung concluded that HKSTP connect, collaborate and catalyse incubate through the entrepreneurial journey and we provided different platform such as HKQAA cooperation, mentorship and Tech from Science.


Dr. Michael YK Chan (Chairman of Café de Coral Holdings Limited, Honorary Chairman of Legacy Academy) was the forth speaker and his presentation entitled “Keys to Family Business Across Generations”. He said a Chinese old saying that wealth was not able to sustain after 3 generation (富不過三代) which was a common phenomena in the world. (For example, Father – merchant; Son – playboy; Grandson – beggar)


Dr. Chan further explained that it could be affected by Confucianism (儒家思想) as following four points.
1. Seniority based (論資排輩)
2. Blood line priority (親疏有別)
3. Elderly respect (尊卑有序)
4. Male domination (重男輕女)
Then Dr. Chan that we were in the Era of Succession and about 3 million enterprises in China faced this problem (based on Chinese Academy of Social Sciences). Moreover, Dr. Chan quoted John Ward that the reasons of family legacy were “Pass on opportunity to children” (34%), “Build heritage and tradition” (21%), “Keep family together” (15%) and “Wealth preservation” (10%). Based on JP Morgan study, 88% were somewhat or not prepared for family legacy.


Dr. Chan also described next generation choices that 50% to be entrepreneur, 30% to be successor and 20% were career-free. There were four factors next generation faced including parent’s expectation, public perception, self-image and personal aspiration. Finally, Dr. Chan introduced the Art of Succession as following diagram.


At the end, Dr. Chan compared Family Business (Business first) and Business Family (Family first) and he raise five capitals for family legacy included Family, Human, Intellectual, Enterprise and Money.


The last speaker in afternoon session was Dr. Nigel Croft (ISO Technical Subcommittee on Quality Systems (ISO/TC176/SC2)) and his topic entitled "Path to Continual Improvement: The Latest Development of ISO 9001, ISO 45001 and IMS". He said ISO 9001 was evolution not revolution.


Then he briefed the history of ISO 9001 and ISO 14001 evolution. The following diagram demonstrated how to reduce the gap between both standards.


After that Dr. Nigel Croft introduced the OHSAS 18001 history and currently being used as basis for ISO 45001. The following diagram showed the development of Health and Safety standards.


Nigel said the aim of management system standards alignment was to make life easier for those who wished to have a “Single Management System”. So that the matrix structure of management system standards were discussed and it observed only different in specificity but the core structure was the same. At the end, Nigel told us that ISO 9001:2015 would be published on 15 Sep 2015. Moreover, ISO/TC 176 would hold its 2015 plenary meeting in Hong Kong in Nov 2015.


Panel Discussion was performed at the end of Afternoon Session and the guest moderator was Dr. Nigel Croft.
Nigel asked Allen what were challenges of implementing excellence management system in Science Park. Allen replied that we had two faces to be handle that Science Park was status body from government in which had strict corporation governance; and we also faced to our startups they requested flexibility of our support. Nigel asked Dr. Michael Chan about challenge in family legacy and Ir CS Ho also asked him what reasons 50% of next generation like to start their own business. Dr. Chan said the DNA of company (meaning Corporate Culture) was very important and most next generation would like to do something value-added in the world. Nigel quoted his father’s motto as concluded that “Good Luck for Good Management!”


At the end of the symposium, Ir C.S. Ho (Deputy Chairman, HKQAA) gave a closing remark. He encouraged us to put idea to be action!

HKQAA Symposium 2015 (Part 1)

HKQAA Symposium 2015 was key annual event which organized by Hong Kong Quality Assurance Agency (HKQAA) on 29th May 2015. The symposium’s frame in this year was “Strategic Management of Megatrends to Achieve Sustained Success” and I summarized it below for sharing.

I also met Mr. Albert CK Lo (Systems & Quality Development Manager, SHEQ Power System, CLP) who is also my MATRIZ Level II classmate.


Morning Session

In the beginning, Ir C.S. Ho (Deputy Chairman, HKQAA) gave an opening speech. He mentioned the theme related to Megatrends and introduced different guest speakers. At the end, Mr. Ho quoted the poem “龍虎風雲際會時,任君來往赴瑤池。” meaning that talents went together and you got whatever you want. (Remark: I only hear the first part and guess the send statement through google search.)


Mr Wong Kam-sing (JP, Secretary for the Environment) was the officiating guest and gave a speech about Hong Kong Environmental Policy. He said government would fully support the waste recycling. They would review the existing recycling industry and formed a steering committee for supporting. He also thanked HKQAA different recognition scheme such as “Hong Kong Cooking Oil Registration Scheme” and “Hong Kong Registration - Recycling Services”. Mr. Wong also mentioned the Recycling Fund for assisting industry. Moreover, he said one of big trends in Hong Kong was Energy Saving.

Mr. Wilson Fung Wing Yip (Executive Director, Corporate Development, Airport Authority Hong Kong) was the first speaker and his topic entitled "Striking a balance between urban development and environmental conservation".


Firstly, Mr. Fung reviewed the old airport – Kai Tak in 1990s which was very close to residential area. Then he stated New Airport Master Plan (1992) included considered water management, transportation network, and environmental design in terminal (e.g. max. use of natural light and minimum of solar heat gain, as well as the largest LED replacement project in Asia). All were under HKIA Carbon Reduction Programmes.


HKIA Master Plan 2030 was published in June 2011 which outlined HKIA’s future development options. EIA report for expansion of Hong Kong International Airport into Three-Runway System was issued in Jun 2014. This study had covered 12 Environmental Aspects (EAs) included Air quality, Noise, Hazard to Human Life, Water quality, Sewage Treatment, Land Contamination, Waste Management, Fisheries, Landscape and Visual, Cultural Heritage, Health Impact Assessment, as well as, Ecology.


Ir Conrad Wong Tin Cheung, BBS, JP (Chairman, Hong Kong Green Building Council Limited) was the second speaker and his presentation topic entitled "Development a green business and to save the World". Mr. Wong said many people known Red Ocean (Intense Competition & Blood Bath) and Blue Ocean (Few Competition & New Market). He raised the new one named “Green Ocean Strategy” to capture the Green Market. And then he introduced a book named “Green to Gold” (written by Daniel C. Esty & Andrew S. Winston (2006)).


Mr. Wong said Building was so important in Hong Kong because it covered 90% of total electricity consumption. Therefore, Hong Kong Green Building Council Limited (HKGBC) had a new vision “To help save the planet and improve the wellbeing of the people of Hong Kong by transforming the city into a greener built environment.” He stated the HK “30/30” Roadmap targets included 30% Absolute Reduction in Electricity Consumption in Buildings and 52% Intensity Reduction as compared to the projected electricity consumption by 2030.


Lastly, Mr. Wong showed how to create new market for business opportunities and HKGBC would be creating a Green Ocean for the Industry. He also shared his company (Holiday Inn Express) energy saving results and technology implementation experience. At the end, he said “Saving the World does mean Make Money!”


The third speaker was Ir Shirlee Algire (Executive Manager, Sustainability, Hong Kong Jockey Club) and her topic named "Results of Hong Kong Carbon Performance Survey". Ms. Algire briefed some environmental background such as climate change. Then she introduced the HKQAA-HKJC Carbon Disclosure e-Platform (CDeP) which launched in June 2013 to allow Hong Kong organizations sharing their performance data and good practices in carbon management.


Until 30 Apr 2015, 158 visits to the CDeP questionnaire were recorded and 31 sumbissions of the “Carbon Performance Questionnaire” were received through CDeP reporting a total of 130,480,906 tCO2e emissions. The respondents sectors were 32% from Utility, 16% from Construction & Engineering, 10% from Property Management and from Financial, respectively, and others sectors were less than 10%.
Then she introduced the HKJC Carbon Management in six directions for employee, stakeholders and community.

The forth speaker was Mr. Scott Lawson (CEO, SOW Asia Fundation) and his presentation was "Impact Investing and the Future of Hong Kong". Firstly, Mr. Lawson explained Impact Investment definition that “Impact Investments are investments made into companies, organizations and funds with the intention to generate measurable social and environmental impact alongside a financial return.” Then he briefed the different types of impact investors through the diagram “Financial Return vs Social / Environmental Impact”.


Then Mr. Lawson said Hong Kong’s social innovation pipeline was filled with mostly idea-stage organizations but it lack of a strong ecosystem to deliver an effective pipeline of social enterprises. Therefore, he would like to fill the missing middle (closing the gap) through impact investment.


Finally, he shared some success factors for Impact Investing in Hong Kong below:
- Investment Banking / VC-PE / Consulting Experience
- Sector Experience
- Social Enterprise Experience
- Strong network and industry connections
- Public presence
- Accelerator or innovation hub tie-up
- Philanthropic investment capital


The fifth speaker was Prof. Ho Kin Chung, BBS, JP (Dean of School of Science & Technology, Programme Leader in Environmental Studies and Applied Science, OUHK) and his presentation entitled “Water Footprint Management: Utilization of “Blue Gold”. Prof. Ho explained that water footprint was the amount of water we daily consume and which could be calculated for individuals, households, business and countries.


Prof. Ho said water footprint was a useful indicator of the current situation and could be used as a benchmark for improvement. The following table showed the water footprint in different city in mainland China. In Hong Kong, about 80% water was supplied by the Guangdong side (Dongjiang, The East River). Recent issues and challenges in the Pearl River Delta were Water Resources, Water Quality, Engineering Issues and Wastage.


Facing water challenges, we needed to focus on Water Conservation, Reclamation and Recycling. This year was the 50th anniversary of Guangdong supply raw water to Hong Kong. Finally, Prof. Ho said “Threat is equal to Opportunity”. Water Footprint Management could bring business and job opportunities such as new resource exploration, desalination, water conservation and efficiency improvement, etc.

The last speaker of morning session was Dr. Nigel Croft (Chairman, ISO Technical Subcommittee on Quality Systems (ISO/TC176/SC2) and his topic named "A New Perspective of Environmental Managemetn: The Upcoming Changes to ISO 14001". Dr. Nigel Croft shared his idea on positioning of ISO standards amond Economic growth, Environmental integrity and Social responsibility.


Then Dr. Nigel Croft mentioned ISO Directives Part 1:2012 “Annex SL” was employed to align all standards with same structure which had significant impact on revisions of ISO 9001 and ISO 14001. ISO 14001:2015 aimed to address the latest environmental challenges over the next two decades included “Increasingly rigorous legislation”, “Growing pressure on environment from pollution; inefficient use of resources; degradation of ecosystems and loss of bio-diversity”, “Increasing expectations from society for transparent, responsible sustainable development” as well as “Value-chain and life-cycle concepts”. The PDCA framework of ISO 14001 was showed below.


Nigel also briefed some key changes as follows:
- Context of the organization
- Interested parties
- “Risks & Opportunities”
- Reinforced requirement for leadership
- Need to integrate EMS into business operations
- “Documented information”
As well as some new requirements:
- To address “Processes and their interactiosn”
- “Compliance oligations”
- Policy to include “other specific commitment(s) relevant to the context of the organization”, e.g. sustainable resource use, climate change mitigation and adaptation, protection of biodiversity and ecosystems
- Life-cycle perspective to be included in: Determination of environmental aspects, Product/Service design and development, as well as, Procurement.

Finally, Dr. Nigel Croft told us the timings for ISO 14001 FDIS would be ready in early July and ballot for July to Sep 2015. It was expected to be published on 15 Sep 2015. Organizations were strongly encouraged to start the transition as soon as possible.


Panel Discussion was performed at the end of Morning Session and the guest moderator was Dr. Nigel Croft (ISO Technical Subcommittee on Quality Systems (ISO/TC176/SC2)). During the discussion, Nigel asked guest speakers about idea of the next 5 year in Hong Kong. Ir Conrad Wong expected to link smart city concept with green building. Prof. Ho hoped HKQAA led Hong Kong to enhance Environmental Quality Culture and changed people’s life style.
