Seminar on Quality Excellence Model - MBNQA & EFQM

Hong Kong Society for Quality (HKSQ) celebrated World Quality Month (WQM) in November and World Quality Day (WQD) on the second Thursday of November through the seminar entitled "Quality Excellence Model - MBNQA & EFQM" on 9 Nov 2012. The content of this seminar included the implementation of EFQM in Kazakhstan, comparison among ISO 9001, MBNQA & EFQM, implementation of EFQM in Housing Authority, and implementation of MBNQA in Hong Kong.


We are honor to visit Prof. Azat Abdrakhmanov (President of IAQMA, Kazakhstan) to record a short video for sharing the implementation of EFQM in Kazakhstan.


In the video, the role of International Association of Quality Managers & Auditors (IAQMA - Kazakhstan) was introduced that included delivery of seminars and trainings, organizing international and regional quality forums, implementation of EFQM Excellence Model, delivery of EFQM licensed trainings, and promoting of international quality awards in Kazakhstan.


Then Prof. Azat gave us a welcome and introductory speech to HKSQ members.


EFQM Projects in Kazakhstan included:
- National Science and Medical Research Center of Kazakhstan (EFQM Recognized for Excellence - 5* Level);
- Municipality of Astana (3* Level);
- Medical University of Astana;
- State Medical University of Semey
- Research Institute of Traumatology and Orthopedics of Kazakhstan
The following milestone was from National Science and Medical Research Center of Kazakhstan (NSMRCK) and NSMRCK would participate EFQM Award in 2013.


I (Ir. Dr. Lotto Lai, ex-chairman of HKSQ) was the first speaker and my topic was "Preliminary comparison study among ISO 9001, MBNQA and EFQM".


Firstly, I introduced the implementation of ISO 9001 of Technology Support Centre (TSC) in Hong Kong Science and Technology Parks Corporation (HKSTPC) based on eight quality management principles.


Then I briefed the history, model criteria and assessment score approach of Malcolm Baldrige National Quality Award (MBNQA) and The EFQM Excellence Model (EFQM). After that I would try to compare their core values and criteria.


It was found that ISO 9001 Eight Quality Management Principles were included in both MBNQA and EFQM; but ISO Principles was missing Innovation and Results.


After compared with each requirement, the preliminary findings among both models that MBNQA was stronger in "Systems Perspective" and EFQM was stronger in "Managing by Processes".


The second speaker was Ir. Dr. Mckey Ho (Manager for Quality Management at the Hong Kong Housing Authority, HKSAR) and his presentation topic named "Implementation of EFQM Excellence Model in Housing Department".


Dr. Ho introduced the Development & Construction Division (DCD) Management Model and briefed the evolution of EFQM in that model. Dr. Ho said EFQM Excellence Model (ExModel) was introduced since 2008. At that time, EFQM 2003 model was employed.  In 2009, it was used the reverse approach from RESULTS to ENABLERS. In 2010, it was used the traditional approach from ENABLERS to RESULTS. After that they participated in APEST Award based on EFQM criteria in 2011.


Then Dr. Ho stated the connections between ISO 9001 and EFQM Model and found that ISO 9001 indirectly connected "People results" but missing "Society results" from EFQM Model. He also compared the concepts on QC, QA, TQM and EFQM Model in the following table.


Dr. Ho mentioned several approach to implement the EFQM ExModel included "Award simulation", "Peer involvement", "Workshop", "Matrix chart", "Questionnaire" and "Hybrid or others". Housing Department employed Diagnostic Self-Assessment and Award-Like Assessment in 2009 and 2010, respectively.


The results and strategy process link were shown as follows:
- Performance Focus: RADAR, W-H approach and KPIs
- Customer Focus: ISO 9001, Six Sigma and Innovation
- People Focus: 5S, OHSAS 18001, Investor in People (IiP)
- Society Focus: ISO 26000, ISO 14001, ISO 50001 and community engagement
At the end, Dr. Ho concluded the DCD's Excellence Journey.


Ir. Dr. Aaron Tong (Former Chairman of HKSQ and Managing Director of TQM Consultants Co., Ltd.) was the last speaker and his presentation entitled "Sharing Implementation Experience of MBNQA Excellence Model".


Dr. Tong was external judge of Hong Kong Industrial Award - Quality (HKIA) over the years. HKIA based on MBNQA criteria. Dr. Tong's company employed TQM Malcolm Baldrige Process Improvement could bring 30% to 70% improvement in Time-Quality-Margin through Process Improvement/LEAN Project.


Dr. Tong said the background values of MBNQA and EFQM were different. Therefore, the score would be different for using both model assessment the same company. (e.g. If Apple Inc. assessed by both model, the result might be MBNQA > EFQM.) Then he shared the case of Sime Darby Motor Services Limited that TQM assisted Sime Darby to achieve Quality Award.


Dr. Tong said the traditional concept of quality was "Quality Increase and Cost Increase". Dr. Deming led the 1st breakthrough of Quality to change the traditional concept to modern quality management that was "Quality Increase, Defect Decrease and Cost Decrease", implying "Quality Increase and Process Steady Increase". However, we were waiting for the new breakthrough of Quality to combine "Innovation" and "Process Steady".

Q&A session:
A question was how to get people perception through staff survey. Dr. Ho explained they used questionnaire with different score.


Another question was about best practice and innovation. Dr. Tong suggested TRIZ could be one of methods.


After the seminar, Mr. Peter Fung (Vice-chairman of HKSQ) presented souvenir to speakers.

Lastly, Mr. Peter Fung introduced HKSQ World Quality Month coming events included Technical Visit to Tung Chung Cable Car Terminal .
