Industrial Visit to Standards and Calibration Laboratory, ITC, HKSAR

Industrial Visit to Standards and Calibration Laboratory (SCL) was arranged by Hong Kong Society for Quality (HKSQ) on 25th March 2010. Participants included members of HKSQ and students of Department of Biology and Chemistry (BCH), City University of Hong Kong. The visit aimed to introduce the top calibration service in Hong Kong, which competence level achieved up to National status, to participants so as to enhance their understanding on calibration and measurement principles and practices employed in Hong Kong laboratory.

In the beginning, Mr. Dennis Lee (Senior Electronics Engineer, Direct Current, High Voltage and Length Measurement) gave an introduction of SCL service and metrology development history to us.


SCL has established five SI base units included Second, Kilogram, Ampere, Metre and Kelvin.

Then Mr. Lee briefed the important event “Metre Convention” which was signed on 20 May 1875 (光緒皇帝 – 清朝第十一位皇帝). The convention aims to achieve world-wide uniformity of measurement. The Metre Convention included General Conference on Weights and Measures (CGPM), International Bureau of Weights and Measures (BIPM) and International Committee for Weights and Measures (CIPM).


The directors of national metrology institutes (NMIs) of 38 member states of the BIPM and representatives of two international organization signed a Mutual Recongition Arrangement (CIPM MRA) for national measurement standards and for calibration and measurement certificates issued by NMIs on 14 October 1999. SCL participated CIPM MRA in 2000. Moreover, SCL was authorized by the BIPM to use of CIPM MRA logo on 20 Sep 2006. Now, the CIPM MRA has been signed by the representatives of 76 institutes.


The following international standards are related to “A joint statement by the CIPM and the ILAC on the roles and responsibilities of National Metrology Institutes and National Recognized Accreditation Bodies”.
i) ISO/IEC 17025: General requirements for the competence of testing and calibration laboratories
ii) ISO/IEC 17011: Conformity assessment – General requirements for accreditation bodies accrediting conformity assessment bodies
iii) ISO Guide 34: General requirements for the competence of reference material producers

The recognition mechanism of different Regional Metrological Organization (RMOs) was shown.


After the talk, Mr. Dennis Lee and Ms. Brenda Lam received HKSQ flag for memory.


The first visit laboratory responded for temperature calibration. The reference temperature device was able to measure at 0.01 oC.


The calibration of thermometer was demonstrated. It used video camera to observe the reading and record automatically.



Then we visit the laboratory for dimensional measurement. The following equipment entitled “Digital Height Master”.


The other equipment is using lasers (frequency) for distance measurement.


Then, we went to the laboratory for electricity measurement and Ms. Brenda Lam introduced the Quantized Hall Resistance Standards.


The set of sound meter calibration system was introduced. The full test cost is about HK$2000. The laboratory environment is 23 + 1 oC and 45 + 8%RH.
