HKSTP & HKQAA meeting with EMSD for Startup Innovation Procurement

After meeting Mr. Richard C.W. Chan (Assistant Director, EMSD) in CLP Power QCC Convention 2017 on 8^th Dec 2017.  EMSD was found interested in the procurement of Startup Innovation service/product through Science Park arrangement and HKQAA Registration – Start-ups scheme.  Therefore, I arranged a meeting with HKQAA, HKSTP Incubation Program team and EMSD Quality Team on 20^th Dec 2017.  It is my first time to go to EMSD HQs.

Both team of HKSTP and HKQAA arrived the meeting room and we took a photo for memory.

Then we had a meeting with EMSD representatives.  We introduced the HKSTP Incubation Program included IncuApp, IncuTech and IncuBio.  Then Adams briefed HKQAA Registration – Start-ups scheme.  I mentioned the purpose of MOU between HKSTP and HKQAA that assisted incubatees to develop their business.  Moreover, I shared HKSTP procurement policy named “Buy HK SME Innovation – Assessment Guidelines” and Singapore government policy named “Accreditation@SGD Guidelines” by Infocomm Media Development Authority (IMDA) to them.

After that EMSD shared their initiatives as follows:

a.       Startup connection (e.g. Innovation and Technology Day on 12th Dec 2017)

b.      Development of matching platform that EMSD would post their challenges and startups would post their solution

c.       Procurement under Stores and Procurement Regulations (SPR)

We hoped that it was a good starting to create quality assurance mechanism for startup to be involved in the government procurement list.
