OUHK Testing and Certification Day 2017

The Open University of Hong Kong (OUHK) organized the "Testing and Certification Day " to increase public awareness and coverage of the Testing and Certification (T&C) industry from a daily practice perspective. The seminar named “Testing and Certification: From Daily Practice Perspective” organized in T&C Day on 4th Nov 2017. Hong Kong Society for Quality (HKSQ) is one of the supporting organizations.  I represented HKSQ to attend the seminar and I summarized this seminar for sharing below.  Before the seminar, we took a group photo for guests, speakers and supporting organization.


In the beginning, Prof. Reggie Kwan (Vice President (Academic), OUHK) gave welcome speech.  He mentioned that were 7th Testing and Certification Day and OUHK developed degree course specific for this important subjects to support Hong Kong industries development.


Dr. David Chung (Under Secretary for Innovation and Technology, Innovation and Technology Bureau of the HKSAR) was the officiating guest and give an opening speech.  He briefed Testing and Certification industries recently situation that had 745 private laboratories employed 176000 staffs and contributed $14B GDP in Hong Kong in 2015. Then he mentioned some policies imported for the T&C industry such as 'Nil Waiver Fee' for Testing Laboratories Operating in Industrial Buildings effective in 1st Feb 2016, etc. David also stated some successful startup cases in T&C industries (e.g. DNA testing) those got large amount of investment.

The first speaker was Ir. Dr. Hon Lo Wai Kwok (Chairman, HKQAA; and LegCo Member, Legislative Council – Engineering Constituency) and his presentation entitled " Guangdong-Hong Kong-Macao Bay Area: New Opportunity for Testing and Certification (粵港澳大灣區: 檢測認證新機遇) ".  In the beginning, Dr. Lo briefed the background of the Hong Kong Quality Assurance Agency (HKQAA) which has established in 1989 one year after the Quality Hong Kong launched by government in 1988.  


Dr. Lo then mentioned the background of Guangdong-Hong Kong-Macao Bay Area which covered 11 cities with population upto 60M.  It was the one of four Bay Areas in the world.  He discussed the future development potential in the Guangdong-Hong Kong-Macao Bay Area included economy scale and capability, supply chain, external transportation, ICT and High-speed rail (HSR) connection. Hong Kong is the international transportation hub (By air, sea and land) through Bay Area and One Belt One Road.


After that Dr. Lo mentioned our strength in T&C Industry and its opportunity in the Bay Area.  They were enhancing import and export trade, matching the technology development in the Pearl River Delta region, as well as, developing supply chain management centre, international innovation and technology centre, as well as, finance and professional service. 
At the end, Dr. Lo pointed out how to catch these opportunities that were:
i)                    Testing and certification should diversely develop
ii)                  Matching international and mainland China market development
iii)                Professionalism
iv)                Integrity


The second speaker was Ir. Morris Cheung (Chairman of HKIE – Control, Automation and Instrumentation Division) and his presentation topic named "Engineering a smart city with control, automation and instrumentation".  Firstly, he briefed smart city and control / automation that related to automated process, seamless – hassle-free and intelligent systems.  


Then he mentioned there was the 30th anniversary of HKIE-CAI division.  He raised some examples that CAI related to smart city initiatives such as wireless payment (Octopus) to smart payment (via mobile phone), smart dining (Self-service restaurant), smart transportation (Driverless of MTR SIL, GoBee Bike), etc.  However, Ir. Cheung said three criteria of being popular and successful of smart city initiatives that were user Friendly, Creating Values and Reliable.  Therefore, testing and certificate had a crucial role because integrity, quality and accuracy were pre-requisites for any engineering system and process to be successful. 


The third speaker was Dr. Tommy Lo (Chairman, Hong Kong Institution of Certified Auditors (HKICA)) and his presentation title was "Professional Status of Auditor: Certified Professional and Mutual Recognition Arrangement with Mainland China".  Firstly, he briefed HKICA participated in T&C development since 2009.  HKICA provides fair and impartial certification service to ISO 17024 international standard for quality management system ISO 9001 auditors and internal auditors in affirmation of their competency in professional skills and knowledge.  


Dr. Tommy Lo briefed different standards for different products and systems.  Then he mentioned that CNAS had launched two accreditations for ISO 17024 for certification of persons in auditor that were CCAA and HKICA (HKICA accredited in Jun 2016).  Moreover, CCAA and HKICA signed the MoU to recognize each other in Aug 2016.  Finally, Dr. Lo briefed the membership pathway included certified internal auditor, assistant auditor, auditor and lead auditor in HKICA.  


During the tea break, there were some exhibitions outside the theater.

I visited the T&C student union and brought two T-shirts to support them.


Inside the hall, I seated with Dr. YC Chau (Vice President, China Operation Improvement Group, TDK) and Mr. Larry Lee (Quality & Compliance Manager, GP).


Prof. HK Lock, Eddie (Vice-Chairman (Qualification & Membership, The Institute of Measurement and Control)) was the fourth speaker and his topic entitled "Why & What ISO 50001, Energy Management System, is carrying out?"  In the beginning, Prof. Lock asked why energy management so important because it used for every our activities.  Then he introduced the government “Energy Saving Plan for Hong Kong’s Built Environment 2015 to 2025+”. One of targets was to reduce energy intensity by 40% by 2025 using 2005 as a base  


After that he briefed the ISO 50001:2011.  There are many government departments and others certified ISO 50001 such as ArchSD, HKIA, WSD, EMSD, MTR and HKTDC, etc.  During the EnMS energy planning process, the energy performance indicator (EnPI) should be set and to benchmark with historical performance.  One of example was “Electricity consumption per floor area per passenger (J/m2/passenger/annum)”.  Finally, he shared the experience from HKIA.


 Mr. William Yim (CTO of Sanwa Biotech Ltd and President of Hong Kong Critical Components Manufactures Association) was the fifth speaker and his presentation named "When Electronics meets Medical Science".  Firstly, he introduced his original professional in electronic that related to micro technologies included micro-joining, micro-machining and micro-assembly.  Then he introduced the laser cutting technology for biomedical application of microfluidic chip.


Then he introduced his products named ALiA Lab-On-Chip which was a testing platform for detecting different diseases in rapid, multiplex screening.  Finally, he mentioned that testing and certification was very important for their medical product that could raise the barrier of competitors.  


Dr. George HK Lau (Asso. Professor & Programme Leader (Testing & Certification), School of Science and Technology, OUHK) was the last speaker and his topic entitled "Testing and Certification at Daily Life".  Dr. Lau mentioned different testing related to our life such as electronic devices safety, food safety, jadestone testing, etc.  Finally, he concluded that we worked together for “Tested in Hong Kong, Certified in Hong Kong”.
