The Forum
named “Imagine Hong Kong: Political Leaders of our Next Generation” (香港想像: 「下世代的政治人才」座談會) was co-organized by Path of
Democracy (民主思路) and HKU SPACE (香港大學專業進修學院) and on 2nd Sep 2017.
The guest speakers were Mr. Patrick NIP Tak-kuen (聶德權先生), Mrs. Regina IP LAU Suk-yee (葉劉淑儀女士) and Mr. Ronny TONG Ka-wah (湯家驊先生). In the beginning, Mr. Ronny Tong gave an opening
speech to introduce the purpose of this forum and the Hong Kong Academy of
Politics and Public Policy (HKAPP) which aimed to train or incubate more
political talents in Hong Kong.
Moreover, he said the recruitment of the training course was very good
and most applicants were degree or above.
Before
the forum start, speakers were taken a group photo.
Mr. Patrick NIP Tak-kuen (聶德權先生) (Secretary for Constitutional and Mainland Affairs, HKSAR Government) gave the first speech and he said political leader to have two characteristics. The first had “Influential Power” and the second was making “Change”. Moreover, he said they needed to have vision, understand Hong Kong and China situation, as well as the ability of Policy Analysis, known stakeholders’ interests and maintained good media communication. He also said Parties needed to study, formulate and implement the policy together.
Mrs.
Regina IP LAU Suk-yee (葉劉淑儀女士) (Chairperson of the New People's Party) said that political talents were
not enough in Hong Kong. Before 1997,
most talents came from public service in government. Now, there was more and more public
engagement. She said Political Leader
should have Vision and Commitment (承擔).
Eventhough the growth of political industry obviously, its’ role was not
career-oriented but mainly service-oriented.
Mr.
Ronny TONG Ka-wah (湯家驊先生) (Convenor of the Path of Democracy) was the last speaker and he
discussed the definition of Enter Politics (從政). The narrow definition was to be government officer
and Member of the Legislative Council.
The macroscopic definition was interested in politics with Ideal and Commitment
(理想與承擔), as
well as, preparing to hold power (執政). He
also said many parties needed to upgrade their software (means soft power). Moreover, he said that many parties either pan-democracy
camp and pro-establishment camp had no clear values (價值觀).
Q&A session
Regina
and Ronny agreed that political leaders usually were criticized by others so
that they needed to work under this kind of pressure. Then Ronny shared his values included “accepted
stage result”, “thinking like enter power” and “lead society to follow your
ideal or to go to improve way”. Regina said parties and government were partner
relationship. Finally, MC concluded that
we needed more engagement, more channels and not only for a job!
At the
end, all guests and organizers took a group photo for memory.
