In the beginning, Ms. Dorte Kristoffersen (Executive Director, HKCAAVQ) gave a welcoming address. She said there were three seminar series to celebrate HKCAAVQ 25th Anniversary for continuous development of QF and learn from other countries experience.
Then she introduced the handbook named “Future Directions of Quality Assurance – Perspectives from 10 Agencies” which contained different countries QF systems such as Australia, Dubai, Ireland, Japan, Malaysia, New Zealand, Singapore and UK. She appreciated guest speaker to share his experience from New Zealand.
The guest speaker was Mr. Dean Michington (CEO, ServiceIQ) and his presentation named "ServiceIQ Smarter People for Smarter Business". His talk included three contents which were “New Zealand Industry Training Organizations and their Role”, “Approach to Qualification design and assessment” and “Learning and Assessment Resources”.
The milestone of New Zealand Industry Training was showed in the following diagrams from 1991 to 2014. In 1992, the New Zealand Minister of Education Hon. Dr. Lockwood Smith said the system to be made more responsive to the needs of industry and that was why Industry Training Organization (ITO) was established.
Then Mr. Dean Michington introduced some ITOs in New Zealand such as BCITO for Building & Construction; Careerforce for Health, Aged Care, Cleaning; Competenz for Manufacturing; HITO for Hairdressing & Beauty; Connexis for Infrastructure & Civil Engineering; and MITO for Motor Industry. These ITOs were setup by industry but recognized by government under Industry Training Act 1992 and Education Act 1989. Industry sectors were Government Gazette.
Mr. Dean Michington introduced ServiceIQ which was one of the 11 Industry Training Organizations (ITO) in New Zealand which was funded by Tertiary Education Commission (TEC). ServiceIQ covered different industries including Aviation, Hospitality, Museums, Travel, Tourism and Retail.
ITO key roles were mentioned to be set Vocational Training Standards with industry and government through workforce development consultation. ITO work cycle was briefed as following diagram.
Targeted Review of Qualifications (TRoQ) by industry partners and training providers for existing qualifications, and then send the New Zealand Qualifications Authority (NZQA) a document for approval. After arranging training, ServiceIQ had skills online managing assessment to evaluate the training effectiveness.

Mr. Yeung said we could reference to ITO which worked as a bridge between Employer and Training Organization. Mr. Patrick Pang raised another point to be benchmarking which was Targeted Review of Qualifications (TRoQ) to consolidate standards. Mr. Samson Chu said SCS was useful for RPL. Cross-industry ITAC was expected to assist that consolidation.
