Lab Test One in One Click Launching Ceremony cum Cutting Edge Testing Technologies Seminar

Hong Kong Science and Technology Parks Corporation (HKSTP) and Hong Kong Productivity Council (HKPC) jointly launched Lab Test One in 2013. Then Lab Test One is expanding its partnership with more local Research & Development (R&D) Centres, Universities and Non-Government Organizations (NGOs) in 2015. The expanded scheme named “Lab Test One in One Click” and launching ceremony was held on 13 May 2015. After the ceremony, the seminar named “Cutting Edge Testing Technologies to Cope with Challenges in Our Daily Life” was held. The whole event was summarized below.

In the beginning, Dr. Clement CHEN, SBS, JP (Chairman of HKPC) gave a welcome speech. He said that good testing and certification service to protect our health was very important.


The Honourable Mrs. Fanny LAW FAN, GBS, JP (Chairperson of HKSTP) gave an opening address. She briefed HKSTP’s “3C” strategy – Connect, Collaborate and Catalyse and had 12 laboratories in Science Park which 5 labs focused on IC. Moreover, Science Park recognized as “Hong Kong National High-tech Industrialisation Partner Base for Integrated Circuits” by Ministry of Science and Technology of the People’s Republic of China (“MOST”).


Ms. Janet WONG, JP (Commissioner for Innovation and Technology of the HKSAR Government) gave an opening address. HKPC consolidated governments funding schemes in TecOne and also consolidated hardware service in Lab Test One. Both were significant platform for one stop shop service. She added HKCTC and ITC would arrange ISO TC 176 annual meeting which supported by HKSTP and HKPC in Nov 2015.

Mr. Joseph POON (Director, Technology Development, HKPC) was the first speaker and his presentation entitled “Lab Test One in One Click”. This platform contained 35 Labs & Centres including HKPC&HKSTP, R&D Centres, Tertiary Institutes and Government. He said “ONE” meaning “One-Stop-Shop” service and “Hub” of testing and Certification.


Lab Test One in One Click Platform diagram was showed below. It provided Convenient, Fast and Connect services to customer. Moreover, Lab Test One had digital platform in both website and mobile apps. There were four features and they were Testing, Service Providers, Enquiry & Booking, and News.


Ir. Allen YEUNG (Chief Corporate Development Officer, HKSTP) was the second speaker and his topic was “Innovation and Research Hub”. He told us the largest import in China was not petroleum but IC.


Then Mr. Yeung briefed the IC Design Flow from design to failure analysis. Science Park IC related laboratories could support the whole IC design workflow. He mentioned a small company named “RediSem” which established by two founders and worked out a IC using all Science Park laboratory services (e.g. EDA tools, MPW, Testing Engineers, IC Test Program, IC Failure Analysis). Finally, he introduced other service such as battery material quality and biomedical technology support.


The third speaker was Ir. Dennis LEE (Head of Standards and Calibration Laboratory, ITC) and his presentation named “Measurement Underpins Prosperity and Quality of Life”. Mr. Lee said measurement could facilitate innovation that developing new & improved products and processes required measurements. Moreover, measurement could overcome technical barriers to trade through international recognition schemes.


Then Mr. Lee briefed the growing demand for better measurements included transportation, communication, food & drugs, environment, healthcare & medical, military and regulations, etc. The most importation of measurement was to ensure the result were stable, comparable and coherent. SCL’s statutory role was explained and it was come from the basic law – article 139. The following diagram showed SCL certificates were worldwide recognition.


The forth speaker was Dr. Ka-sing LEUNG (Asso. Director of Food Safety and Technology Research Centre, PolyU) and his topic was “Testing, Measurement, and Research of Food Safety and Technology”. Dr. Leung introduced their centre vision to be a first-class centre with leading authority and excellent services.


Then he briefed different research in the six major areas included Testing and Certification, Risk Analysis and Toxicology, Functional Food Development, Novel Technology Development, Nutrition and Public Health, as well as, Education and Professional Development. The food hygiene standard and certification system for catering industry was briefed and it was found to be synergy with HKQAA certification schemes.


Dr. Frank Tong (Director, Research & Technology Development, HK R&D Centre for Logistics and Supply Chain Management Enabling Techologies (LSGM)) was the fifth speaker and his presentation title was “Testing to Success in IoT and eCommerce Business”. Firstly, Dr. Tong said lab test was assistant the commercialization from innovative idea to research to prototypes and finally to end product.


Then Dr. Tong introduced the test services in LSGM include Input impedance and radiation pattern of tag antennas, reader antennas and emission spectrum of readers, etc.


Prof. Chris WONG (Head of Department of Biology, Director of Croucher Institute for Environmental Sciences, Hong Kong Baptist University) was the sixth speaker and his presentation topic entitled “Risk Characterization and Assessment of Pollutant exposure on Human Health”. Prof. Wong mentioned pollution could take many forms such as air, water, land and human-made chemicals. Some unexpected contamination cases were stated such as Melamine and Clouding Agent (phthalate / DEHP).


Prof. Wong said vast majority of human exposure (environmental factors) might initiate disease processes. After consideration of Environmental and Internal Exposure, using chemical analysis identified the chemical if toxicity were good risk assessment step. Toxicity tests for chemicals included testing methods, magnitude, frequency and duration. Finally, Prof. Wong shared his vision “To strengthen our understanding on the health risks posed by chemical contaminants and mark a milestone in Hong Kong by which an integrated strategy combining pollution factors into medical research will be implemented”.


The last speaker was Prof. Ke-Li WU (Director of Radiofrequency Radiation Research Laboratory, CUHK) and his topic named “Measurements of Radiofrequency Radiation”. In the beginning, Prof. Wu introduced his research laboratory which achieved HOKLAS accreditation in 2009. Then he briefed the accreditation scope included “Over the Air Performance Test”, “Passive Antenna Measurement” and “Specific Absorption Rate (SAR)”.


Then Prof. Wu mentioned some projects they tested included Antennas for GPS and BeiDou (北斗) System! Finally, an introduction video of the laboratory was demonstrated and we found that they were able to perform Wireless Communication Test Set and planning to 4G LTE.


During the tea break, I met many T&C professionals and took photos for memory.
