During the transportation, I promoted “Tested in Hong Kong, Certified in Hong Kong” leaflet from Hong Kong Accreditation Service (HKAS) and Hong Kong Society for Quality (HKSQ) to the participants.

In the beginning, Mr. Janak Mehta (President, International Academy for Quality (IAQ)) gave an opening remarks and he introduced IAQ Quality in Education Think Tank (QiETT) to us and mentioned the theme entitled “New Quality Education Initiative in Asia Oceania”.
Then Prof. Emeritus Yoshinori Iizuka (The University of Tokyo; Member of the Board, ANQ) gave a welcome speech and he focused the important quality aspects in education.
Dr. Pornchai Mongkhonvanit (President, Siam University, Bangkok) gave a welcome speech and he was great pleasure to con-host the 2nd IAQ/ANQ Symposium in the campus. He said it would provide a good opportunity to share and learn from each other and come up with meaningful and relevant quality initiatives from all dimensions.
The first keynote speaker was Mr. Roland K. Jahnke (Academicaian, IAQ; Chairman, QiETT; and IAQ Representative at UNESCO Headquarters, Paris) and his presentation entitled “New challenges: Global IAQ collaboration with UNESCO”. Mr. Roland K. Jahnke introduced global challenges of education secotr in UNESCO and Global activities of IAQ QiETT since 2010.
Roland focused on the concept of sustainability such as “Achieve Universal Education”, “Ensure Environmental Sustainability” and “Global Partnership”. Educations for All (EFA) UNESCO’s six goals were briefed below:
Goal 1: Expand comprehensive early childhood care and education
Goal 2: Ensure all children have a compulsory primary education of good quality by 2015
Goal 3: Ensure all young people and adults meeting appropriate learning and life-skills programmes
Goal 4: Increase levels of adult literacy
Goal 5: Achieve gender parity by 2005
Goal 6: Improve the quality of education
The global IAQ collaboration with UNESCO was also mentioned.
Roland said IAQ QiETT became active in Asia within 2012 and adopted ANQ Way. The first symposium was arranged after ANQ Congress 2012 in Hong Kong and held in City University of Hong Kong. Finally, Roland summarized that Think Globally – Act Locally! As well as IAQ would become an associative member of Global University Network for Innovation (GUNi) in 2013.
The second speaker was Dr. Ngo Van Nhon (Chairman, VQAH) and his presentation named “ISO 26000:2010 Standard providing voluntary guidance on social responsibility some experiences in education in Vietnam”.
Dr. Nhon explained why it must be implemented ISO 26000 Social responsibility in three reasons below:
1. Request of democratization, educational socialization and of resources donors for schools
2. To meet the values and competition rules in the market economy. It is responsible for the quality of its education products to meet this rule.
3. Emphasizing social responsibility of autonomy must be attached to obligation and responsibility to the state, to society and the school as well as for teachers themselves.
The following was an example that Ho Chi Minh City University of Food Industry (HUFI) achieved ISO 9001:2008 certification and they started to attend ISO 26000 training courses.
Dr. Pornchai Mongkhonvanit (President, Siam University, Bangkok) was the third speaker and his topic named “Quality System of Siam University”. He introduced Siam University Philosophy & Main Pillars included Employability, Diversity and Sustainability; as well as, Quality Assurance as foundation.

A good university restaurant provided a tea and our keynote speakers / panelists were discussed together.

The second park of IAQ/ANQ Symposium was Panel Discussion with speakers from quality organizations of Asia Oceania.
Firstly, Prof. Yoshinori Iizuka introduced education system in Japan and mentioned the incorrect change in policy such as Yutori education which aimed at development of individual talent rather than learning by rote. Unfortunately, it resulted in a decline in the scholastic ability. Prof. Iizuka observed almost nothing other than application of ISO 9001 QMS model to schools and universities; and he questioned “who are customers of education?” He did want to know how quality experts could contribute to quality in education as a foundation of society.
Then Dr. KS Chin (Former chairman, HKSQ) introduced quality education in Hong Kong situation. He used Juran’s Trilogy included QP, QC and QI and found that we were strong in QC but weak in QI.
Dr. Chi Ming Kuan (Secretary General, CSQ) briefed the education in Taiwan and CSQ would like to keep on improving education quality, developing guideline of education through management award.
Mr. Bishwambhar Mishra (President, ISQ) mentioned the situation of education in India and he concerned many children were not got quality education and its demands were large.
Finally, Dr. Nog Van Nhon (Chairman, VQAH and Director, Institute for Quality Assessment and Development (IQAD)) gave a talk named “Quality Assurance in Vietnam Education”. He introduced international education QA included ISO 9001 QMS, Asian University Network (AUN), EFQM (Europe) and CDIO (USA-MIT and Europe).

In the other parallel session (QP 8: Quality Practices) this morning, Mr. Ivan C.K. Ng (member of HKSQ) presented his paper named “An Organization Development Study of the Impact of Cultural Factors on the Implementation of the Six Sigma Methodology in South China”.
The next session (QP 9: Quality Practices), Dr. Albert Tsang’s students Mr. Daniel Yiju HU and Ms. Cheryl Na CHEN presented the paper named “A Model for Measuring Quality of Experience (QoE) in Mobile Application – An Exploratory Approach”.
ANQ closing session
We all returned to the hall for attending the keynotes in the afternoon session. We took a photo and HKSQ vice-chairman was in the middle of the following photo.
Mr. Too Meng Ken (SQI) was this session chair and he introduced different keynote speakers to us.
The first keynote speaker was Mr. Makoto Nakao (President & CEO, GC Corporation, Japan) and his topic entitled “Towards the realization of a healthy long-living society through continuous efforts for promotion of quality management”. GC Corporation’s product series were related to Dental. Crystalline Cement was success product since 1922 and the global sales ranking of dental manufacturers was number 4 in 2011. Moreover, their vision on 2012 was “Challenge to the No. 1 dental company of the world through making further contribution to the healthy long-living society”.
Mr. Makoto Nakao introduced their three management principles below:
1. To contribute to global society through the improvement of oral health
2. To improve corporate quality and meet customers trusts and expectations
3. To create a team of GC Associates full of energy and respect.
Mr. Nakao said his father (Mr. Toshio Nakao) would like to challenge to the Deming Application Prize since 1981. After he passed away in 1983, Mr. Makoto Nakao continued his father’s view of GQC activities and challenge to the Deming Application Prize. In June 1989, Mr. Nakao got Prof. Kano’s advice that “Vision Management is to share the same understanding of “what we intend to become” and make concerted and united efforts for its realization (for better management)”. GC was awarded the Deming Application Prize in 2000 and GC Europe planned to challenge EFQM and got the 5 star level in May 2013.
The second keynote speaker was Mrs. Rumpaiparn Porntresat (Vice President, CPRAM Co., Ltd., Thailand) and her presentation named “CPRAM’s Journey for Quality Management”. She introduced their Chairman Mr. Korsak Chairatsameesak’s philosophy that “We desire to see smiles of our customers through the happiness of our employee”. CPRAM vision was “To be the world leading manufacturer and distributor of ready to eat products”.
Their value used company’s initial characters that C for Creative, P for Productive, R for Relationships, A for Attitude and M for Morals. The following diagram showed CPRAM’s quality journey. Based on their leadership model, strategic development and map, PDCA cycle and Balanced Scorecard (BSC) were employed. Moreover, their culture included I for Innovation, A for Agility, C for Customer Focus, T for Teamwork and S for Seniority.
They got a good quality management results on reducing dissatisfaction level and improving satisfaction level and each step measurement was demonstrated in the following diagram. She said there were 8 happy workplaces (Happy Life) to fulfill the chairman’s philosophy. There were Happy Relax, Happy Brain, Happy Money, Happy Heart, Happy Body, Happy Soul, Happy Family and Happy Society.
The final keynote speaker was Mr. T.J. Tseng (Chairman, Unimicron, Taiwan) and his topic was “TQM Development in Taiwan”. Firstly, Mr. Tseng introduced the development of Taiwan Quality Management since 1955. The Chinese Society of Quality (former Quality Assoication) has established since 1963. In 1990, government facilitated the National Quality Award and then Taiwan had officially transited from QC to TQM.
Then Mr. Tseng introduced his company’s TQM milestone. Finally, Mr. Tseng concluded the current status of Taiwan and pointed out the major issues such as strengthen quality of Food Safety Management and Well Senior Healthcare for the coming senior society.
After keynotes session, Prof. Kano presented souvenir to all keynote speakers.
Prof. Yamada chaired the best paper awards session. Usually, the top 10% papers were nominated from each ANQ member to be the best paper award.
In Hong Kong, Ms. Meiyan Lin was nominated to obtain the award and her paper named “A Genetic Algorithm for Elderly Day Care Center Timetabling”.

Mr Tan Gheng Een (Chairman, SQI) gave an invitation to ANQ Congress 2014 in Singapore.
At the end, Dr. Panisuan Jamnarnwej (Organization Committee Chairman, ANQ Congress 2013) gave us a Closing Report and Vote of Thanks.
