HKCTC & HKAS Seminar on Supports to Construction Industry

The Hong Kong Council for Testing and Certification (HKCTC) and the Hong Kong Accreditation Service (HKAS) jointly held the seminar entitled "Supports to Construction Industry - How Product Certification Helps in Risk Management" on 23rd November 2011. Hong Kong Science and Technology Parks Corporation (HKSTPC) was one of supporting organizations to hold this seminar to familiarize the construction industry about product certification for construction materials, its benefits and how it could help in risk management.



In the beginning, Ir. LEE Shing-see (Convener of the Panel for the Testing & Certification in Construction Materials Trade, HKCTC) gave a welcoming remarks about the relationship between building safety and production certification scheme.

The first speaker was Ms. Ada FUNG Yin-suen (Deputy Director (Development and Construction), Housing Department) and her presentation entitled "Product Certification is the Way Forward for Construction Industry". Ms. Fung introduced the vision and mission of Housing Department, as well as, 4C's core values including "Caring", "Customer-focused", "Creative" and "Committed".

Then she briefed the five measures which applied in Housing Authority (HA) to ensure the quality of building product through supply chain management.



Upstream control approach was employed in HA for seven major building materials, which mainly manufactured in Mainland China, through product certification. The benefits included adding confidence on product quality and reliability, and protecting the consumers through product certification mark system.



The risk assessment on quality of building products was mentioned.



Finally, Mr. Fung concluded that "Let us work together to drive for wider implementation of construction product certification for benefits of industry and society".



The second speaker was Mr. WONG Wang-wah (Executive Administrator, HKAS) and his topic was "How Accreditation of Certification Bodies Provides Enhanced Confidence".



Mr. Wong explained the product certification as "A third party certification body issues a certificate to confirm that a product of a given supplier satisfies the requirements of a specified certification scheme". Product Certification is an Upstream Quality Control which showed as the following diagram.



7 types of Product Certification Systems under ISO/IEC Guide 67:2004 was demonstrated. The most important three elements were "Determination of characteristics", "Evaluation of report" and "Decision".



Mr. Wong briefed the existing construction product certification which accredited by HKAS at the end of his presentation.



Mr. Coleman Tse (General Manager, Hong Kong Quality Assurance Agency (HKQAA)) was the third speaker and his presentation title was "QSPSC Certification Scheme Development".



Mr. Tse explained the Quality Scheme for the Production and Supply of Concrete (QSPSC) involved two regulations - Adminstrative Regulations and Technical Regulations. The purpose of the scheme is to ensure that all concrete provided by Participants meet Purchasers' specified requirement.



Then Mr. Tse introduced the QSPSC development history which had established since 1990. At present, QSPSC is widely accepted in the market.



Mr. Felix CHAN King-wah (General Manager, Fugro Certification Services Ltd.) was the fourth speaker and he presented "The Role of Certification Body in the Product Certification Process".



Mr. Chan mentioned five essential elements of product certification included "Product", "Product Certification Scheme", "Manufacturer", "Accreditation Body" and "Certification Body". Then he briefed the role of Certification Body (CB) which should be competent to maintain the integrity and impartiality of product through testing, inspection, evaluation and certification processes. He added the role of CB in product certification process to be Screener, Auditor or Witness.



The fifth speaker was Ir. Prof. Albert KWAN Kwok-hung (Head of Department of Civil Engineering, The University of Hong Kong) and Prof. KWAN's topic was "Value of Product Certification of Professionals".



Prof. Kwan stated the important of quality of materials and components in construction product. He emphasized the need of materials engineering and quality engineering in the knowledge of materials. Finally, Prof. Kwan pointed two major ingredients for industrial development which were Quality and Innovation; and he concluded to work together to promote "certified by Hong Kong" as a brand name.



Panel Discussion



After lunch, the first speaker of session 2 was Mr. Geoff BRUNDLE (Client Manager, Joint Accreditation System of Australia and New Zealand) and his topic was "Product Certification of Building Products in Australia and New Zealand - The Implementation of CodeMark".



Mr. Brundle introduced the product certification of building products in Australia and New Zealand using CodeMark. CodeMark provided certainty and confidence and international credibility.



The second speaker of session 2 was Mr. Ronald TSE (Regional Follow-up Service Quality Assurance Manager, Inspection and Field Services, UL) and he presented "General Introduction to UL's Follow-up Services". Mr. Tse introduced UL definition on Inspection, Surveillance, or Surveillance Inspection Activity as "An examination of a product design, product, service, process or facility that produces information relating to determining their conformity with applicable surveillance requirements".



Then he explained UL Follow-up Inspection Service in supporting customer's product safety in the marketplace. He added UL might select samples from the factory, the open market or elsewhere for further determination of compliance.



Ms. Emily MOK (Assistant Vice President, Certification, TUV SUD PSB Pte. Ltd.) was the third speaker and her presentation named "Product Certification in Singapore".



Ms. Mok briefed the product certification scheme in TUV SUD and explained the QA level of Product Performance based on different systems of Guide 67.



Different schemes of TUV SUD were mentioned.



Mr. Ben BOWSHER (Executive Director, UK Certification Authority for Reinforcing Steels (UK CARES)) was the fourth speaker and his topic was "Certification Promotes Clients Confidence in Reinforcing Steel".



Mr. Bowsher stated product certification which was not quality system certification based on the difference of product specific, specific expertise required, more commercially important and more powerful. The objective was to reduce the risk to the user.
