ANQ 2011 - Day 2

The second day of ANQ Congress was on 29 Sep 2011. We arrived in Ho Chi Minh City Congress Hall.



Most of HKSQ members attended the special session “Certification Scheme for Asian Quality Profession”.



Prof. Yoshinori Iszuka (JSQC) was the moderator and panelists included Mr. Kenneth Liang (SQI), Prof. Sangchan Park (KSQM) and Dr. Nguyen Phuc Nghiep (VQAH). They discussed the body of knowledge and implementation plan. One of suggestions was to add country-specific content in the scheme.



Then Dr. Sammy KM Wan (HKSQ) presented his topic named “System Dynamics Analysis on Mistake Proofing Approaches for Delivering Quality Construction Projects in Hong Kong”.



He suggested to combine Do & Check together for workers and using system dynamics model to improve the mechanism of quality checks to maintain good guality and productivity performance.



After oral presentation session, we visited the poster session.



I visited Mr. Yeo Han Seng (Assistant Director, Specialist Outpatient Clinics of Singapore General Hospital) poster which topic was “To Improve the Wound Care and Management Process, Comfort and Hygiene for Patients with 4 Layer Bandaging (4LB)”. He presented the tangible results such as improved comfort and hygiene for 95% of patients, manpower and consumbles savings and improved efficiency with 4LB process reduced from 45 to 18 minutes.

Then I attended the “Manufactures & Services” session. The speaker was Mr. Ronald Sukwakdi and his topic named “Improving Customer Experience in Cafe Industry: A Framework for Delighting Customers”. He used different techniques such as cluster analysis and QFD (house of quality) to examine the customer experience.



After that I went to the session for “Quality Management in Education” and Prof. Vo Phuoc Tan (Dean of postgraduate, HCMC University of Industry) was the speaker. His presentation entitled “Model for Guarantee of the Perfect Training Quality in Ho Chi Minh University of Industry based on ISO 9001:2008 and Ten Criteria of Training Quality Accreditation.



Prof. Tan described the ISO 9001:2000 model which was employed in the university since 2004. He demonstrated a great success after ISO 9001 implementation. Prof. Tan concluded “Education Quality Assurance is the result of the training process (output) that is in accordance with the training objectives and meets the increasing needs of society”. (It is my first time to know an university got ISO 9001 certification!)



Ms. Hua Thuy Trang (Longbien Vocational College) was the second speaker and her topic entitled “Innovation Model of Vocational Training to Meet Enterprices Requirement in Vietnam”. She reported research results in collaboration of Long Bien vocational college with 14 garment factories in Garco 10 Corporation to develop a QMS model for the vocational training in college and company.



In closing plenary, the forth keynote speaker was Prof. Wan Seon Shin (Sungkyunkwan University, Korea) and his topic entitled “Quality Strategies for Mutual Growth: A Case of Samsung Electronics”.



His talk was focused on supply chain management and modified Kano Model from customer satisfaction to supply stress. Then he further developed to Partnership Satisfaction against Buyer's Demand.



Prof. Noriaki Kano was the fifth speaker and his topic was “TQM Practices in Asia Towards World Class Leading / World Class Enterprise”. However, Prof. Kano added a topic named “Two Lessons I learned from the Disaster of Fukushima Nuclear Generation on 11 March 2011”.



Prof. Kano used FMEA to explain a failure case of risk management. The first lesson he learned was that we must treat this by possibility but not by probability. The second lesson was to prepare Scenario for disaster recovery in case prevention is impossible!



The Prof. Kano continued his speech on TQM Practices in Asia. Since it involved private company,

it was not allowed for any photo taken and video recording after showing the content. Prof. Kano said the secret for success is “Business and TQM” but not “TQM and Business”, similar to “Golf and Club” but not “Club and Golf”.



The final keynote speaker was Mr. Janak Mehta (President of International Academy for Quality (IAQ)) and his presentation entitled “Evolution of Quality Movement in India – Lessons that could be used by other developing regions”.



Mr. Mehta explained how Quality Management played an important role in the economic development of India and the rate of GDP growth had increased to around 8% to 9% over the last 20 years.



The next session was presented ANQ Recognition for Excellence in Quality Promotion (ARE-QP) by Mr. Qi (ANQ Chairman).



The award list was showed.



After that Prof. Kano presented the Best Paper Award. Dr. Sammy Wan (HKSQ) had got this award.



Prof. Ando obtained ANQ medal.



Lastly, Dr. Ngo Van Nhon reported ANQ 2011 congress details.



The congress theme and logo were mentioned and explained.



Totally, the congress received 157 papers.



At the end, Mr. Qi Wei Ming (CAQ), Dr. Lotto Lai (HKSQ) and Prof. Fugee Tsung (HKUST) presentation the ANQ Congress 2012 in Hong Kong. I presented the congress theme “Striving the Excellence through Product and Service Quality” and the meaning of ANQ 2012 logo (included character “A”, “N” & “Q” with the concept of Plan-Do-Check-Act).



Then Prof. Fugee Tsung introduced the venue (Hong Kong University of Science and Technology).



After that I briefed the technical visit in Hong Kong Science and Technology Park Corporation (HKSTPC). Showing the video about the introduction of Hong Kong, the Congress 2011 was completed successfully.
