The 22nd HKSQ Annual General Meeting and Quality Seminar

The 22nd Hong Kong Society for Quality (HKSQ) Annual General Meeting (AGM) was held on 29 July 2011 in the Hong Kong Polytechnic University. I would like to summarize all activities and shared the quality seminar after AGM.The details were shown as follows:

HKSQ 25th Anniversary Commemorative Publication
Mr. Humphrey Lee (Vice-chairman) introduced the commemorative publication.

Then Mr. SW Lam (Treasurer) reported HKSQ finance statue. A health finance result in 2010/2011 was maintained.



ANQ Congress 2012 in Hong Kong
Lotto reported that ANQ Congress 2012 will be coorganized by CAQ, HKSQ and HKUST to be held in Hong Kong from 31st July to 3rd Aug 2012. The congress logo was designed and leaflet was preparing. We would promote it in the coming ANQ Congress 2011 in Vietnam from 27 to 30 Sep 2011.
The theme of ANQ Congress 2012 is proposed:
Striving for Excellence through Product and Service Quality

AGM Seminar
After AGM, the seminar entitled “Corporate Quality Strategies in a Globalization Environment” (全球化環境下的企業質量戰略) was presented by Mr. Davis Yang (VP & CQO of Huawei Technologies Co.).



Mr. Yang introduced the life cycle of enterprise and their strategy in different stages. Then he briefed the vision of his company as "To enrich life through communication". Supply chain management was one of important element in their management system which included technology, quality, response, delivery, cost, environment and corporate social responsibility.
At the end, Mr. Yang concluded the following points:
  • Enterprise strived from outstanding to excellence through establishing the quality management system (QMS) on strategy level.
  • QMS is a preventive system.
  • Enterprise should join the development of quality standard under Globalization Environment.
  • The key success factor for quality strategy is top management commitment, involvement of people on quality culture and continuous improvement.


Q&A Session
After several discussions, my comment is "Global Quality and Local Strategy".



After the seminar, I represented HKSQ to present the souvenir to Mr. Davis Yang.



Finally, HKSQ members had a dinner together.

MBA School of Zhejiang Gongshang University visit to HKSTP

We are pleasure that MBA School of Zhejiang Gongshang University (浙江工商大學 - MBA學院) visited to Hong Kong Science and Technology Parks Corporation (HKSTPC) on 28 July 2011.


In the beginning, Corporation video was played to introduce HKSTPC's vision and mission. Then I presented the quality management system and other certification achievement in different laboratories under Technology Support Centre.


After that Mr. Antony Chan (Manager, Incubation Program) introduced our Incubation Program (Technology and Design) to all MBA students. All information are very useful if they start business (R&D and Technology related) in HKSTPC.



Prof. Nie Biao (Professor, Vice Director of MBA School) presented a certificate to me.



And also presented a certificate to my colleague (Mr. Antony Chan).



Ms. Chen Min, Amy (Lecturer, friend of Hana) and I took a photo for memory.



Different laboratories in HKSTPC were visited.



In Photonics Centre, they tried some products (3D vision) form some companies in HKSTPC.



Suddenly, it was raining and we all went inside the building. Then we took some group photos in front of Golden Egg model.



After this visit, we knew the development of MBA education in China. The great economic power in China was observed.

Seminar on Chinese Medicine Development Strategy in Hong Kong

I would like to share the seminar on “Chinese Medicine Development Strategy in Hong Kong” (「香港中醫藥發展策略」研討會) organized by Public Policy Research Institute (PPRI) & China Business Centre (CBC) of The Hong Kong Polytechnic University (PolyU) and Modernized Chinese Medicine International Association Ltd. (MCMIA) on 23rd July 2011. Hong Kong Science and Technology Parks was one of supporting organizations.


In the beginning, Prof. Chan (陳文鴻, PPRI of PolyU) and Mr. Wong (黃偉亮, MCMIA) gave a welcome speech.

The first speaker was Mr. Yeung (楊國晉先生, 現代化中醫藥國際協會會長) and his topic was “The development of Traditional Chinese Medicine in Hong Kong” (香港中醫藥業發展).


Mr. Yeung proposed to develop a Traditional Chinese Medicine (TCM) Development Agency (中醫藥發展專署) to promote TCM modernization.


The second speaker was Dr. Fung (馮玖醫師, 香港註冊中醫學會會長) and her presentation title was “Hong Kong Chinese Doctor’s professional status and development” (香港中醫的專業地位與發展).


Dr. Fung also suggested developing TCM council (中醫藥發展局) and establishing a Hospital (Chinese Doctor) (中醫).


The third speaker was Mr. Xu (徐錦全, 香港中藥學會會長) and his topic entitled “Overview of Chinese Medicine Industry in Hong Kong” (香港中藥業概況).


TCM should be developed according to the Chinese Medical Philosophy and then promote from Asia to International.


Prof. Leung (梁榮能教授, 香港中文大學中醫學院院長) was the fourth speaker and his presentation entitled “Development of Education in Traditional Chinese Medicine in Hong Kong” (香港中醫藥教育發展).


Prof. Leung suggested to integrate the West Medical and East Medical Philosophy in different of TCM area.


Dr. Shen (沈劍剛博士, 香港大學中醫藥學院助理院長(研究)) was the fifth speaker and his presentation named “How to promote education and research of Traditional Chinese Medicine in Hong Kong” (如何推動香港中醫藥教育與科研).


Dr. Shen proposed the different research direction of TCM including philosophy, formulation, interaction, etc.


Last speaker was Prof. Fang (方宏勳教授, 香港浸會大學中醫藥學院講座教授) and his topic named “Experience Sharing on the promotion of Testing and Certification of Traditional Chinese Medicine” (推動中藥檢測與認證的經驗分享).


Prof. Fang supported the different parties (e.g. Gov, Industry, University and Market) cooperation in TCM product development.


Moreover, quality in TCM is very important. So A-mark scheme had launched to ensure the quality of TCM in Hong Kong since 2007.


Group discussion section


During the discussion, I raised a question “Do industry seek Hong Kong Qualification Framework for assisting to develop TCM education recognition?” and “How A-mark to fulfill the product certification requirement from HKAS?”

Another audience asked if any long term strategy and there were four key elements should be considered as “Money”, “Authority”, “Expert” and “Market”.

HKSQ Certified Professional Scheme - Certified Laboratory Quality Specialist (CLabQS)

Testing and Certification Industry is one of the six priority industries where Hong Kong Government has promoted to be clear advantages and has good potential for further development. After that Hong Kong Council for Testing and Certification (HKCTC) was established on 17 September 2009 and the first report was released in March 2010. Since one of the key roles of HKSQ is as a bridge to employ the underpinning principles in developing the educated talents to meet industry expectations, we launched the personal certification scheme to support HKCTC in 2009. In fact, this idea has been incubated in our minds since 2002. In that time, students for chemistry and biology were recognized without realizing the industrial requirements in laboratory operations. Thus, I delivered two particular training seminars on the related context for chemistry and biology students in City University of Hong Kong (CityUHK) in 2002. After that HKSQ and CityUHK initiated a certification course entitled "Quality Management for Laboratory" since 2005. The CLabQS personal certification scheme was developed based on ISO 17024 requirement (Conformity assessment -- General requirements for bodies operating certification of persons) and launched in 2009. So, the students completed the certification course could become Provisional LabQS. Once they have relevant and not less than 3 years working experience, CLabQS would be granted.



Recently, HKSQ accreditation board approved the individual assessment path for HKSQ professional certification scheme and it has just applied in CLabQS. The detailed requirement was posted in HKSQ website at http://www.hksq.org/cert_hksq_clabqs.htm.


Individuals who had, in previous 5 years, successfully completed a course that is claimed to be equivalent to the certificate course on "Quality Management for Laboratory" organized by HKSQ, and with 3 years of related laboratory experience*, can apply for registration as Certified Laboratory Quality Specialist (HKSQ) through individual assessment.

The overall summary is shown in Table A (for Provisional LabQS) and Table B (for CLabQS).

香港品質學會參與澳門的“二○一一暑期科普工作坊”

由澳門科學技術協進會、國際中醫藥學會主辦,澳門大學中華醫藥研究院協辦、教育發展基金贊助的“二○一一暑期科普工作坊”日前已圓滿舉行。約七十名本澳的中、小學教師及實驗室管理員出席參與,學習前瞻的生物技術及實驗室管理知識,為本澳的科普教育工作奠下良好的基礎。



科技協進會和國際中醫藥學會特別邀請了香港大學、香港中文大學、香港品質學會和香港生物技術教育資源中心的專家、教授舉辦了六場不同主題的暑期科普工作坊,為本澳的教師及實驗室管理員提供一個學習前瞻知識的平台,豐富他們的知識。


本次工作坊的主講專家包括香港大學梁美儀教授和何志明教授、香港中文大學陳浩然教授、澳門大學李銘源教授、香港生物技術教育資源中心麥惠南博士和香港品質學會黎劍虹博士 (下圖)

China Strategy - 6 Strategies of Mainland Companies to Compete with Multinationals

The Topic of July seminar namedChina Strategy - 6 Strategies of Mainland Companies to Compete with Multinationals, which organized by An Executive Study Group under the Chinese University of Hong Kong (CUHK) and the Hong Kong Science and Technology Parks Corp (HKSTPC) on 15 July 2011.


Mr. Mark Lee (MBA, CUHK) presentation content included Homegrown of a Strategy, Fundamentals of a Strategy (心法), Strategic Landscape for Domestic Players (陣勢), Six Strategies to Compete with MNC (招式), Beating the Locals at Their Own Game and Group Discussion.



Firstly, he explained how strategic importance of mainland market. There are 90 cities with a middle-class population of 250,000 or more in China in 2011. So long-term disadvantage if NMC did not win in China market and it was hard to recover in the future.

Mr. Lee discussed some domestic winners in mainland but Multinational Companies (MNC) were not (e.g. Yahoo and eBay; NEC and Panasonic in cellular handsets) eventhough MNC had competitive advantages.



Fundamentals of a Strategy (心法)

Prof. Michael Porter's three strategy was introduced.

- Defining Unique Position

- Making Trade-offs

- Forging Fit Among Activities (環環緊扣)

Mr. Lee explained Porter's strategy using IKEA that it was focused on young furniture buyers who wanted style but they needed low cost.



The following diagram demonstrated the "Forging Fit Among Activities" in IKEA. The trade-off was limited customer service and modular furniture design in which caused self-selection by customer and low manufacturing cost.



Strategic Landscape for Domestic Players (陣勢)

China provinces were like Europe but not America. "The most mistake is to treat China market is a subsidiary of the parent markets. China is a strategic market." stated by AZONA.

Mainland consumers spend more in categories they highly value, and they generally trade down in less compelling costs. (In terms of Cantonese: 要面子,又要慳。)



Six Strategies to Compete with MNC (招式)

Mr. Lee discussed the six strategies one by one.



1. Innovate Offerings to Best-Fit Mainland Customers

It needed to find out unique positioning (research by income level, by age group and by gender) and strengthen of the locals (niche markets). Two cases were discussed and they were Goodbaby and QQ. QQ won because of simple.



2. Turn Institutional Void into Entry Barrier

Prof. Tarun Khanna (Harvard Business School) explanation for Institutional Void was quoted. Ctrip was used for case study. Ctrip was an online travel-booking agency in China and founded in 1999. They overcome hurdles and built a national travel business with 5,600 hotel partners and airlines.



3. Adapt Cutting-Edge Technologies Rapidly

Most of companies in China would deploy the latest technologies. It had a rule for disruptive innovation. It was reducing or increasing the price by 4x.



Business innovation can change the market!



4. Tap Low-Cost Labor For Better Customer Service

In this case study, Shanghai Zhenhua Port Machinery had 800 engineers and won in their service.



5. Build Scale Quickly Across Geographic Clusters

Focus Media used this strategy and become China's largest outdoor advertising firm and they placed LCD displays in more than 130,000 locations in 90 cities.



6. Make Locals on the Top to Lead

They believed that invest in Talent to sustain rapid growth. Several executives had left multinational companies or jobs abroad to join local leaders.



Beating the Locals at Their Own Game

It could be explained by the sentence from Prof. Tarun Khanna (Harvard Business School).



Case Study from Yum was employed. They had a new product (Localized product and cannot find in Hong Kong).



The summary of 6 strategies was shown in the following figure.



After that talk, we had an exercise to find out two of the most difficult challenges and one of the easiest challenge for China strategy execution.
