HKSQ Dinner with Mr. Juhani Anttila (Finnish Society for Quality)

The International Organization for Standardization (ISO)/Technical Committee (TC) 176 (ISO/TC 176) Plenary Meeting was held in Hong Kong from 21 to 28 Nov 2015. We are honor to invite Mr. Juhani Anttila (Academician, IAQ; and member of ISO TC 176, as well as Former President of the Finnish Society for Quality) to have dinner in City University of Hong Kong on 27 Nov 2015. We met Mr.Juhani Anttila in IAQ World Quality Forum in last month. He has been professionally involved more than 45 years with different quality related task and positions including Finnish telecommunications service companies. He has been an active member of the ISO/TC 176 for various drafting groups of ISO 9000 and to be assessor of the European Quality Award (EFQM).

In the beginning, Mr. Peter Fung (Chairman, HKSQ) introduced Hong Kong Society for Quality (HKSQ) to Mr. Juhani Anttila. Then we took a group photo.

Now, Mr. Juhani Anttila is an independent international expert, Venture Knowledgist Quality Integration. He gave many lectures at several universities including Helsinki Technology University (Master of Quality Programme), Universite de Fribourg, Switzerland, University of Oulu and University of Lapland, Rovaniemi Finand.

Moreover, Mr. Juhani Anttila achieved many signification awards in quality and summarized as follows.
- The Golden Medal for Life's Work from the Central Chamber of Commerce of Finland
- Signals' Organization Cross of Merit from the Signals' Guild
- Military Merit Medal from the Chief of Defense of Finland
- The Golden Medal from the Finnish Society for Quality
- Yoshio Kondo Prize from the International Academy for Quality (IAQ)
- The Founders Medal from the International Academy for Quality (IAQ)
- Ivan Ilyin Medal from the Russian Organization for Quality (ROQ)

ISO/TC 176 Meeting in Hong Kong – Gala Dinner

Innovation and Technology Commission (ITC) of the Hong Kong Special Administrative Region Government announce held the International Organization for Standardization (ISO)/Technical Committee (TC) 176 (ISO/TC 176) Plenary Meeting in Hong Kong and the Gala Dinner was held on 26th November 2015 in Jumbo Floating Restaurant. ISO/TC 176 is Technical Committee 176 of the International Organization for Standardization (ISO) which is responsible for Quality Management and Quality Assurance through the implementation of the ISO 9000 family of standards. HKSQ was also invited to join the gala dinner. Mr. Peter Fung (Chairman) and Dr. KS Chin (Former Chairman) were representatives of Hong Kong Society for Quality to attend this event. It is pity that I need to teach in CityU that night.
In the beginning, Ms. Annie Choi, JP, (Commissioner for Innovation and Technology) gave a welcome remark to all participants in the gala dinner.


Then Mr. Juhani Anttila (Academician, IAQ; and member of ISO TC 176) gave a speech. We met on IAQ World Quality Forum in Budapest, Hungary on 26 Oct 2015. This time Juhani visit Hong Kong for TC 176 meeting. HKSQ arranged a dinner with him on 27 Nov 2015.

ITC & HKCTC Conference on ISO 9001:2015

The Innovation and Technology Commission (ITC) and Hong Kong Council for Testing and Certification (HKCTC) co-organized the Conference on ISO 9001:2015 on 25th Nov 2015. Hong Kong Society for Quality (HKSQ) members were participants and supported Technical Committee 176 (TC 176) Meeting in Hong Kong. TC 176 of the International Organization for Standardization (ISO) regularly review and update ISO 9001 standard to ensure that the standard remains relevant to today’s business environment. The conference aimed to introduce the new version of ISO 9001 need and gave helpful tips for potential users to make use of and existing users to comply with the new standard.




Before the conference, I met Mr. Kesson Lee (Secretary-General, HKCTC) and took a photo for memory.


In the beginning of the conference, Mrs. Katie Altoft (Chairperson, ISO/TC 176) gave a welcome remark. She thanked all participants and introduced the speaker Dr. Nigel H. Croft who had been actively involved in Quality Management since 1974. He is a Chartered Engineer and Chartered Quality Professional in the UK, a Fellow of the Chartered Quality Institute, an IRCA-registered Principal Auditor of QMS and a Senior Member of the American Society for Quality.


Then Mr. Wong Wang-wah (Executive Administrator, Product Standards Information Bureau, ITC) gave a welcome speech. He said ISO 9001 related to our daily life and there were approximately 1.1 million ISO 9001 certificates in the world and still growing. In Hong Kong, 14 Certification Bodies (CBs) were accredited by HKAS under HKCAS scheme. Moreover, there had more than 140 observers in TC 176 in Hong Kong.


After that Mrs. Agnes Mak (Executive Director, HKPC) gave welcome mark. She told us a story about four people named “Everybody”, “Somebody”, “Anybody” and “Nobody”. The boss asked “Everybody” to do an important job. “Everybody” replied sure and said that “Somebody” would do it. “Anybody” could have done it, but finally “Nobody” did it. Under the ISO 9001:2015 implementation, all staff would know their role and responsibility.

The guest speaker was Dr. Nigel H. Croft (Chairperson, ISO/TC 176/SC2 (Quality System); Member of ISO/TMB/JTCG (Joint Technical Coordination Group)) and his topic named “Some insights into the new ISO 9001:2015). Firstly, he made a joke that ISO was not International Sightseeing Organization. It should be the International Organization for Standardization (ISO). Moreover, he said “Certification to ISO 9001” should be a result of a well-implemented quality management system!


Then he introduced all TC 176/SC2 members to us. Then he introduced the ISO mission supported sustainable and equitable economic growth, promote innovation and protect health, safety and the environment. In addition, TC 176/SC2 vision was “SC2’s products are recognized and respected worldwide, and used by organizations as an integral component of sustainable development”.


Dr. Nigel H. Croft explained different management system had their specific focus and those management system included ISO 9001, ISO 14001, ISO 45001, ISO 50001, ISO 22000, etc. Their results focused were showed as following diagram.


Then he mentioned the three core concepts in Modern Management Systems included “Identify the processes”, “Risk-based thinking” and “PDCA”.


Then he introduced the “Generic Process” under PDCA and process approach. He used his waiting aeroplane boarding story to explain the other interested parties. (The transfer bus to airline B2B relationship did not consider the end user feeling in the past!) Another concept was undesired output which also considered as quality problem. The most important stage was “Planning” which considered RISK in the beginning of each process.


After that Dr. Nigel H. Croft mentioned the key change below.
1) 7 Quality Management Principles (Process approach combined with system approach)


2) Future Concept topics where some in the ISO 14001 and other would be applied in future.


3) Some other changes were summarized in the following diagram.


4) Some “deleted” requirements included “Preventive action”, “Quality Manual” and “Management Representative”.
Finally, Nigel demonstrated some free guidance on the ISO website.

HKSQ Seminar on the Impact of ISO 9001:2015 on Outsourcing

The HKSQ World Quality Month seminar entitled “Impact of ISO 9001:2015 on Outsourcing” was co-organized by Hong Kong Society for Quality (HKSQ), Department of Industrial and Systems Engineering (ISE), PolyU, ASQ Hong Kong (ASQ-HK) and TQM on 23rd Nov 2015. Since quality is applicable to the overall process of creating products and /or services, its considerations should apply to every aspect of outsourcing, not just auditing and surveillance. The seminar aimed to share the experience in supply control and review the impact of ISO 9001:2015 on outsourcing.

In the beginning, Mr. Govind Ramu (Senior Director, Global Quality Management Systems, Sunpower; ASQ Fellow) briefed the background of new standards of ISO 9001:2015 and his view on Outsourcing under this new standard.


Then Mr. Ramu explained how to control of externally provided processes, products and services under clause 8.1 and 8.4. He also mentioned the selection, evaluation and monitoring your supplier in details such as additional due diligence (Production Part Approval Process (PPAP).


After that Mr. Ramu stated his key consideration was “Risk based thinking” and “Periodic review of performance and feedback for improvement”. He also briefed the important of external provider communication (clause 8.4.3) and external provider property (clause 8.5.3).


Q&A
Dr. Aaron Tong asked the definition about property in different role (supplier, customer and organization). Mr. Govind Ramu explained and added the key was relationship management (not only technical) including supplier training to protect your property through different controls.


At end of the seminar, Dr. Aaron Tong (Former Chairman, HKSQ) presented a souvenir to Mr. Govind Ramu.


Then HKSQ exco members took a group photo with Mr. Govind Ramu. I presented our 25th Anniversary book to him and asked him that the coming year was HKSQ the 30th anniversary.


We had dinner after the seminar in PolyU Chinese restaurant.

Mr. Govind Ramu is a vegetarian so that we had a good health food tonight. One of his supplier control method in Chinese restaurant was an instruction letter written in Chinese. (P.S. His Chinese name of “Govind” is “高文”.)

Innovation and Technology Commission (ITC) of the Hong Kong Special Administrative Region Government announce held the International Organization for Standardization (ISO)/Technical Committee (TC) 176 (ISO/TC 176) Plenary Meeting in Hong Kong and the Welcome Reception was held on 23rd November 2015 in Hong Kong Science Park. ISO/TC 176 is Technical Committee 176 of the International Organization for Standardization (ISO) which is responsible for Quality Management and Quality Assurance through the implementation of the ISO 9000 family of standards. HKSQ was invited to join the welcome reception. Mr. Peter Fung (Chairman) and I (Former Chairman) were representatives of Hong Kong Society for Quality to attend this event. Firstly, we met TC 176 chairman Dr. Nigel Croft and HKQAA, HKAS friends and we took a group photo for memory.

At the end of performance, all lions showed “Welcome to Hong Kong”.


I met Mr. Howie Ng who is member of ISO/TC 176 and founder of Hong Kong Veritas Limited.

CityU Innopreneurship Ecosystem Launch Ceremony 2015

The Launch Ceremony of CityU Innopreneurship Ecosystem was held on 23rd Nov 2015. Hong Kong Science and Technology Parks Corporation (HKSTP) was one of partners to support this Ecosystem. CityU Innopreneurship Ecosystem is a brand new idea developed with the launch and smooth execution of five key entrepreneurial supports for CityU community: Innovation Commons, SEEDS (Student Early Entrepreneurship Development Scheme), TSSSU (Technology Start-up Support Scheme for Universities), CityU Incubation Scheme in collaboration with Hong Kong Science and Technology Parks, and CityUE Investment Fund. Officiating guests of the Ceremony include Mr Herman Hu, Council Chairman, Professor Way Kuo, President, Professor Jian Lu, Vice-President (Research and Technology), Mr Sunny Lee, Vice-President (Administration), Professor Gary Feng, Associate Provost, Dr Lo Wai Kwok, Chairman of CityU Enterprises Limited (CityUE) and Mr Peter Mok, Head of Incubation Programmes, Hong Kong Science & Technology Parks.

In the beginning, Prof. Way Kuo said we had launch the Institute for Advanced Study (IAS) yesterday which pushed original innovation and then launch CityU Innopreneurship Ecosystem to bring inside campus innovation to outside innovation. Prof. Kuo told us there were three missions of CityU Innopreneurship Ecosystem below:
i) Help youth entrepreneur how to realize their idea
ii) Build up a ecosystem through partnership with HKSTP
iii) Commit the resource such as seed funding


Mr. Herman Hu (Council Chairman, CityU) gave an opening speech. He said Innopreneurship was a new term which combined from Innovation and entrepreneurship. Moreover, CityU had focused on Innovation and Knowledge Transfer. He was looking forward more successful entrepreneur stories in near future.


Mr. David Ai (Director of Knowledge Transfer Office, CityU) then introduced the CityU Innopreneurship Ecosystem to us. He said “CityU innovation is unique because the ecosystem is unique which linked the discovery and commercialization inside and outside the classroom.” CityU Innopreneurship Ecosystem has 5 component named “I” “I” “123”.

1, 2, 3 are funding scheme indicated money support as easy as 1, 2, 3. The funding included SEEDS (Student Early Entrepreneurship Development Scheme), TSSSU (Technology Start-up Support Scheme for Universities) and CityUE Investment Fund (CityU Enterprise Investment Fund). Those funds would help student step by step to realize their dream.
Finally, Mr. Ai created a slogan “I I 1 2 3, Innopreneurship for Me!”


After that all representatives took a group photos and launched the ceremony through throwing their hats away.



At the end, three CityU graduates, who also were Innopreneurs, shared their experience on startup and thank for CityU programmes (such as CityU App Lab training), Science Park’s IncuTech Program and CityU KTO assistant (such as Business Model), etc.
