The Inauguration Ceremony of the 30th Anniversary of HKAAST and the 25th Anniversary of GATE

Hong Kong Society for Quality (HKSQ) supported Ir. Dr. Aaron Tong (Chairman of GATE; Former Chairman of HKSQ) to ceremony his election as Chairman of Guangdong - Hong Kong Association for the Promotion of Technology Enterprise (HK) Ltd. (GATE) in 2015. Six HKSQ exco members attended the Inauguration Ceremony of The 30th Anniversary of Hong Kong Association for the Advancement of Science & Technology Ltd (HKAAST) (香港科技協進會) and Guangdong - Hong Kong Association for the Promotion of Technology Enterprise (HK) Ltd. (粵港科技產業促進會(香港)有限公司) (GATE) on 30 March 2015. Before the ceremony, Dr. Tong and I took a photo in front of the ceremony stage.


In the beginning, Prof. Ping-kong Alexander Wai (衛炳江教授) (Chairman of organization committee) gave a welcome speech


Ir. Cammy S.K. Chan, JP (President of HKAAST) gave an opening speech. She said HKAAST had been a synthesis of professionals, academics, industrialists and commerce experts getting together to have synergy effect supporting Hong Kong and the Mainland for the goal of “Building Hong Kong by Science and Technology” (科技建港) and “Building a powerful country by Science and Technology” (科技興國).


Ir. Dr. Aaron Tong (President of GATE) gave an opening speech. He briefed the goal of GATE to enhance the cooperation between Guangdong and Hong Kong through establishing different technology clusters. It aimed to combine technology and industry in Pearl River Delta region so as to upgrade existing industries in Guangdong and Hong Kong.


After that Mr. Nicholas W. Yang (Advisor to the Chief Executive on Innovation and Technology, and Non-official Member of the Executive Council (ExCo), HKSAR Government) gave guest speech. He believed Innovation and Technology to be one of pillars to lead Hong Kong industry upgrade and bring a new economic. He welcome to receive different opinions on enhancing Hong Kong policy on Innovation and Technology.


The next session was presentation of committee certificates.
Mr. Nicholas W. Yang presented the certificate to Dr. Aaron Tong.


Mr. Godfrey Leung King-kwok (Under Secretary of Commerce and Economic Development, HKSAR) presented the certificate to Dr. Wai-kwok LO (Legislative Councilor representing the Engineering Functional Constituency).


Mr. Godfrey Leung King-kwok presented the certificate to Dr. Samson Tam (Former Legislative Councilor representing the Information Technology Functional Constituency).

Then participated students of the Science & Technology Seeding 100 Plan shared their experience.


The ceremony used real fire and then showed the change from “Virtue & HKAAST” (善德。科協) to “Care & Research” (關愛。科研).


After that Dr. Aaron introduced me to Mr. Nicholas W. Yang. I briefed the history of HKSQ and proposed that we would prepare a report through surveying our members’ opinions about Innovation and Technology Bureau (ITB). We had prepared similar report named “HKSQ's suggestions to the testing & certification industry” to assist the formation of Hong Kong Certification and Testing Council (HKCTC) in 2010.

ASQ InfVoices - Encourage the Next Generation of STEM Professionals

The topic in March 2015 initiated by Mr. Bill Troy for ASQ Influence Voices named “Encourage the Next Generation of STEM Professionals”. STEM stands for Science, Technology, Engineering and Math. It seems to continue the question from Paul Borawski asked to encourage the younger generation to study STEM in 2012. Making STEM Funny! It could be the key. (See heroes’ periodic table below)


The most students who study STEM would like to be STEM Professionals. It could be considered what degree student selected in the university. I would like to share Hong Kong higher education distribution for understand our situation. STEM students in university are about 36%.


This distribution is quite good in Hong Kong Education. Recently, different activities to promote STEM such as Hong Kong Student Science Project Competition 2014 for secondary schools and Stem Cell Knowledge Exchange Exhibition 2013 also for secondary schools and arranged by university. However, the future development of university graduate depends on Hong Kong economic structure. The following is the distribution of GDP in different economic activities. 93% is belongs to Service but STEM involved very little potion.


In order to enhance new technology economic, Hong Kong Science and Technology Park promoted different field “Innovation Heroes” who’s work as reference for young generation to purchase their dream.


Therefore, Education and Jobs are critical factors to encourage the Next Generation of STEM Professionals.

HKSTP Graduation Ceremony of Incubation Programmes & MOU with HKQAA

Hong Kong Science and Technology Parks Corporation (HKSTP) held its Incubation Graduation Ceremony on 24 March 2015 so as to honour ~40 companies that had successfully completed Incu-App, Incu-Tech and Incu-Bio programmes. Mr. Allen Ma (CEO, HKSTP) gave a welcome remark and he committed to nurturing entrepreneurs and start-ups in Hong Kong proactively and continuously.


Then Mr. Johann Wong (Deputy Commissioner for Innovation and Technology, ITC, HKSAR Government) gave a supporting message to all incubation and government’s commitment on Innovation and Technology.


Graduated incubatees got certificate and took a photo for memory. I took some incubatees who used my QS unit knowledge transfer service as follows.

The eNano Health Ltd. completed ISO 13485 certification audit by HKQAA in last Friday.

During Chat Time, Allen Yeung (Chief Corporate Development Office, HKSTP) was moderator and guests included Mr. PC Chan (COO, HKQAA), Mr. Ricky Leung (GM, HK International Airport) and Mr. Andy C. Bien (CIO, HKIA; Hong Kong Computer Society). Allen Yeung introduced the cooperation with HKQAA and First@Airport. Mr. PC Chan briefed the concept of MOU between HKSTP & HKQAA to assist startup and form the recognition scheme for Quality Startup.

HKSTP Seminar – Developing Software and Apps Making People WOW

The seminar entitled “Developing Software and Apps Making People WOW ” which was organized by HKSTP on 20th March 2015. The speaker was Mr. Darrell Mann (CTO, Smartway Management Technologies Ltd. & CEO, Systematic Innovation Ltd (UK)). He is former Chief Engineer in Rolls-Royce and Visiting Professor at the University of Warwick in the UK. Before the seminar, our Head of Incubation Program – Mr. Peter Mok and I took a photo with Mr. Darrell Mann for memory.

In the beginning, Mr. Darrell Mann briefed his company’s overall business model with four elements included “Problem Solving Consulting”, “Research”, “Systematic Innovation Method” and “IP Generation / Licensing”. The most important role of the company is “Coordination”.


Then he introduced two Apps named “PoodPairing” and “PanSensic”. They had special position in the market and made people Wow. Mr. Darrell Mann then told us there were less than 20% failures happen from technical solution. The other potion included Route to Market, Market Demand, Co-ordination and Means of Production.


The following diagram showed why Innovation was most difficult game in the world because Innovation needed to consider Customer Need, More Ideal Solution and Ability of an Organization to successfully exploit the solution (Organization Competence).


Mr. Darrell Mann asked us “What is a Wow solution?” Then he told us the dynamics of ‘Wow’ in three steps. The most important was value creation through perceived benefits more than perceived costs & harms.


Then Darrell used Selfie Stick as an example that it was a joke in 1994 (Japanese magazine) but it became buzzword in 2013! It was because customer need was changed and their behavior also changed.


After that Darrell introduced seven pillars of Systematic Innovation named “PERFECT”.
P – Perfect
E – Escape
R – Resources
F – Function
E – Emergence
C – Contradiction
T – Turtles
He then explained “How come Apple is so successful when they do so little market research?” The Function may answer your question. (where FUNCTION = JOB = OUTCOME)


Mr. Darrell Mann used example of Pink Taxi to explain the Tangible and Intangible function as well as Me and We focus. Another example was Nest thermostat.


Finally, the world was shift to Intangible which contained three key elements named ABC. A stands for Autonomy. B stands for Belonging and C stands for Competence.

HKSTP IP Seminar – Win the Patent Game

The seminar entitled “IP Seminar: Win the Patent Game with Darrell Mann!” which was organized by HKSTP on 20th March 2015. The speaker was Mr. Darrell Mann (CTO, Smartway Management Technologies Ltd. & CEO, Systematic Innovation Ltd (UK)). He is former Chief Engineer in Rolls-Royce and Visiting Professor at the University of Warwick in the UK. Before the seminar, we took a photo with IP & Innovation experts for memory.

In the beginning, Mr. Darrell Mann briefed some background and told a short story that some patents in Helicopters were from Rolls Royce. However, Rolls Royce had not created money back because of patent expired. Time should be one of key factors to be considered. Then he mentioned “Systematic Innovation means Innovation Efficiency.” Distillation of best practices from all fields of human endeavor (e.g. Business, Science, Creative Minds and Patents” make “Breakthrough’ Database that was done by speaker for 17 years.


Then Mr. Darrell Mann showed the global rate of patent filings and it observed the exponential rise in different country different time (e.g. Russia, US & Japan after War II). China had started to play IP game since 1983. In 2011, China had 526412 patent applications.


Mr. Mann introduced US Patents pattern that most of them are Technical Solution (part of them were about methods), IT & Business Solution were growing sectors. Moreover, 97% of patents would never pay back the cost of filing the patent. He said Invention was patent but Innovation would create value and pay back with money.


The following Strategic Questions were shared by Darrell Mann.
i) Which markets should we enter?
ii) Where should we build new plants?
iii) Should we centralize or de-centralise?
iv) Which R&D Programmes should we fund?
v) Which ones should have IP filed?
vi) How best to balance long and short term needs?
vii) Should we patent at all?
Moreover, Darrell Mann added Patent used to protect small inventor in the past but it was changed to protect big company now!


After that Darrell Mann explained the system evolution. He said evolution was not random but it followed certain patterns. The trend of Dynamization was mentioned which changed from Immobile to Single Joint to Multiple Joint to Completely Flexible to Liquid/Gas and then to Field.


Lastly, Darrell Mann demonstrated his software for analysis IP / Patent through “Breakthrough’ Database. He used LED as topic to search how many related patent in the world (Result = 36849) and analyzed the Evolution Potential!


Before the end of seminar, Darrell Mann showed us the IP Strategic of Big Companies. He said we were able to predict the future but only ‘where we’ went but not predict ‘when’ it happened.


In addition, Darrell Mann showed us the comparison between traditional route and Agile Innovation route for IP Generation.


I presented a souvenir to Mr. Darrell Mann. It is a crystal of Golden Egg in Science Park.
