HKSQ Seminar on Building a Culture of Service Excellence

We are honor to invite Mr. Kitson Leonard Lee who is Honorary Secretary of Singapore Quality Institute (SQI) and Senior Consultant/Facilitator with aAdvantage Consulting Group in Singapore to be our guest speaker to give us a talk named "Building a Culture of Service Excellence" on 23 Dec 2013. I would like to summarize the seminar for sharing below.


In the beginning, Mr. Kitson Leonard Lee briefed some concept on what culture was and the importance of culture within the organization. Then he initiated group discussion for current culture and we were separated into four groups with different discussion topics included Long Hours, Short-Term Focus, Profit, Financial Stability, Teamwork, Open Communication, Bureaucracy and Control, etc.


We discussed both positive and/or negative impacts on such culture / behave within the organization and presented group by group.


Then Kitson mentioned the culture of organization was a refection of the values and beliefs of the current leaders. So cultural transformation began with the personal transformation of the leaders. Kitson said the best way begin was by mesuring the culture of your organization and then he introduced the assessment tool called "Cultural Values Assessment (CVA)" or "Leadership Values Assessments (LVA)". A video about Barrett's 7 Level of Consciousness was showed which was developed from Maslow's Needs to Barrett's Consciousness.


Some examples about similar organizations with different cultures using CVA to analysis were discussed. L implied potential Limit value.



Finally, Kitson explained how to transfer the CVA result into action through the 6 steps circle that were "1 - Values Assessment", "2 - Share Results and Start Dialogue", "3 - Prioritize Key Focus Values", "4 - Explore Key Values and Behaviours", "5 - Create Culture Development Plan" and "6 - Live the Values and Grow the Desired Culture".

During Q&A, I asked about Culture Entropy which was difficult to change the trend of existing culture (See my previous article using Newton's law: Law of Organizational Motion)

HKFHAA visit Science Park Laboratories

Hong Kong Food Hygiene Administrators Association (HKFHAA) arranged a visit to Hong Kong Internet of Things (IoT) Centre of Excellence and Technology Support Centre (TSC) of Hong Kong Science and Technology Parks (HKSTP) (參觀香港科學園之香港物聯網科技應用中心和香港科技園實驗室) on 17 December 2013. I was responsible for Lab Visit and would like to summarize this visit for sharing below.

After briefing the background and mission of HKSTP, we started to visit different laboratories which operated by HKSTP. The first laboratory we visited was Wireless Communications Test Laboratory (WCTL). I introduced the LTE and 3GPP testing in mobile and it got CNAS accreditation.


Then we visited to Reliability Laboratory (RL), and our Mechanical Workshop for tailor-made fixtures.



We visit to IC Failure Analysis Laboratory (ICFAL) and Material Analysis Laboratory (MAL) and I introduced different equipment and its applications such as Focused Ion Beam (FIB) System, Scanning Electron Microscope (SEM), Time-of-Flight Secondary Ion Mass Spectrometry (ToF-SIMS), etc.


Since Food technology is part of Biotechnology, I arranged a visit to our Biotech Support Centre (BSC). The first part was BSC phase I which contained general equipment for sharing with incubatees (Biotech Start-up Companies).


We visited the other part of BSC in which contained more advance equipment such as Real Time PCR, Liquid Chromatography Mass Spectrometry (LCMS) system, Ultra Performance Liquid Chromatography (UPLC) system, etc.


We took a group photo in front of Biotech SME Centre and outside the BSC.



The last laboratory to be visited was Probe and Test Development Centre (PTDC). I introduced the IC and wafer testing under Clean Room environment and we took a group photo in here.


Finally, Dr. Bobby Shum (Chairman, HKFHAA) presented a souvenir to me.


At the end, we visited Green 18 Building which employed different environmental technologies worked as a laboratory so as to provide testing results for Science Park Phase III development.

HKSQ Technical Visit to GAC Toyota Motor And Techtronic Industries (Dongguan)

HKSQ arranged a technical visit to Toyota Motor Co., Ltd. (廣汽豐田) and Techtronic Industries (Dongguan) Co., Ltd. (TTI) on 13th December 2013. This technical visits will be a great opportunity to understand how a car is manufactured in this renowned world-class automotive manufacturing company and to understand how TTI maintains high production efficiency and product reliability in its power tools.

Mr. Humphrey Lee (Former Vice-Chairman, HKSQ) was the leader for this technical visit. He introduced the schedule of technical visit and briefed the background of companies to participants.


There were 30 participants joined the technical visit.


We arrived GAC Toyota Motor Co., Ltd. and the welcome message was observed in front of show room.



I took a photo in front of advertising board.


The PR of GAC introduced the production process included Press, Welding, Paining, Molding and General Assembly and then an introduction video was showed. After that we visited the production line and their final product testing facilities.


During the visit, the PR briefed the background and its operation. There were about 8200 staff and their production capacity was 340,000 car per year. TPS takt time of each process was 88s. We observed each line had Integrated Production Status Display (Andon). For testing, Drum test was observed and the speed upto 120 km/hr and other tests such as AVL-HI, AVL-LOW, Water Leakage Test, etc.

At the end, HKSQ souvenir flag was presented by Mr. Humphrey Lee.

Then we had a lunch near TTI factory named "十二道順德菜".


After lunch, we went to TTI and Mr. Victor Ling (Director, Group Quality System Assurance & Environment, Health and Safety; Group Facility Department, TTI (Dongguan)) gave a welcome speech and introduced the company background, product types and quality management philosophy to us.


TTI used lean concept for their production using Kaizen and Cell to enhance their productivity. Moreover, they focused on Innovation which elements were identified as "Ideas", "Performance", "Customer Needs" and "Value".


TTI Tech Centre had moved in complete in July 2011 and area was 2000 square meter. It included Cell Development, Motor Development, Metallurgical Testing, Gear Development, Test & measurement Center, and Computer Aid Engineering. Mr. Victor Ling also introduced their laboratories, Testing and Certification Facilities. Before visit the factory, he introduced one of product that using battery technology to make a warm jacket.


Then We visited the assembly line. Victor mentioned the improvement from line to cell. Moreover, they committed 2 hour Just In Time (JIT) that was all materials were ready 2 hour before assembly. Since the worker was stand up during work, they had 15 min rest time per 2 hour work. In their battery, its life up to 1500 cycle which was much reliable than mechanical parts.


After that we visited the laboratories included EMC Test Room, ISTA Pre-Shipment Test, UN Test Room, Chemical Analysis Room (for RoHS with instruments included ED-XRF, ICP-OES, UV-Vis & GCMS), Abnormal Test Room, Environmental Test Room, etc. I took a photo in the EMC test room for memory.


Finally, we visited the Training Centre. Their engineer demonstrated how to employ their power tools for different applications.


At the end, Mr. Humphrey Lee represented HKSQ to present a flag to Mr. Victor Ling.

VITOVA Professional Seminar on Electronic Document Management

Vitova (previous named Asia Corporate Information Ltd before 2000) had joined IncuTech program in Hong Kong Science and Technology Park (HKSTP) since 1997. They graduated from the incubation program in May 2000. In 2013, Vitova became a subsidiary of Computer and Technologies Holdings Limited (SEHK:00046). Moreover, Vitova adopted HKSTPC electronic Document Management System (eDMS) model to improve their product for later version. I was honor to be invited as guest speaker to share this success story which showed how HKSTPC incubate Start-up Company to be a listed company subsidiary and also explained how ISO 9001 certification experience in HKSTPC to assist their product improvement on 12th December 2013.

My presentation topic named "Introduction ISO Principles and Journey of HKSTP - How to design and implement an Electronic Document Management System (eDMS) Successfully".


This success story is summarized below.

Hong Kong Science and Technology Parks Corporation (HKSTPC) has employed Vitova's product named “VitalDoc 4.6” since 2006. However, we observed that it was implemented not effective and efficiency enough if no management system to be implemented together. In 2008, HKSTPC decided to adopt ISO 9001 Quality Management System for the whole corporation and the project entitled “Corp ISO”. We employed Vitova to tail-made their product for our eDMS requirement with different Work Flows, so as to fulfill document control requirements which stated in ISO 9001 as follows.
i) Documents are reviewed and approved prior to issue; and re-approved if updated.
ii) Unique identification of document and its versions
iii) Relevant versions of applicable documents are available at points of use.
iv) Documents distribution should be controlled (e.g. alert email capture and user acknowledge).
v) The obsolete documents should be prevented for the unintended use.

After the modification of work flows in eDMS, we achieved different certifications included ISO 9001, OHSAS 18001, ISO 14001, ISO/IEC 27001 and accreditations such as ISO/IEC 17025 (for HOKLAS and CNAS). Eventually, Vitova recognized this business competitive edge and adopted our eDMS model. This case demonstrated HKSTPC employed the quality management principle named “Mutual Beneficial Supplier Relationships”.

After that Ms. Iris Lin introduced the history of her company and some new products. She briefed records management included classifying, storing, securing and destruction of records. She also gave some tips to implement records management which were People, Process and System. As well as engineer who demonstrate the product.


At the end, Mr. Steve Yeung (Vice President) presented a souvenir to me.

Workshop on Analytics for Leaders - Performance Measurement for Enterprises

A workshop entitled "Analytics for Leaders: Performance Measurement for Enterprises" was organized by the Department of System Engineering and Engineering Management (SEEM), CityU and supported by CMA Industrial Development Foundation, Hong Kong Society for Quality (HKSQ) and The Institution of Engineering and Technology (IET) on 12th December 2013. I had attended the morning part and summarized it for sharing.

In the beginning, Prof. Kwok Leung TSUI (Head and Chair Professor of Industrial Engineering, SEEM, CityU) gave a welcome speech. Prof. Tsui introduced this interactive workshop which aimed to introduce the key issues in relation to Performance Measurement that helped to improve the value delivered to customers and other stakeholders.


Prof. N I Fisher (University of Sydney & ValueMetrics Australia) was our guest speaker who performed this workshop and shared his experience on Performance Measurement for Enterprises. Prof. Fisher mentioned two purposes of a Performance Measurement System (PMS) as follows:
1. To provide the Board and senior leadership with regular quantitative reports that enable them to be duly diligent in leading the enterprise
2. To provide people at all levels with the quantitative information they need to do their jobs well.

Then Prof. Fisher introduced three critical elements of PMS below.
1. Concise overview of health of enterprise
2. Quantitative basis for selecting priorities
3. Alignment (of Strategic, Tactical, Operational Measures, People's Work)
After that he introduced principles of Performance Measurement Framework (PMF) included "Alignment", "Process Thinking" and "Practicability".


We had a group exercise to identify the area of Accountability and Responsibility in our organization. (where Responsibility is sub-set of Accountability)
Accountability - what's been delegated to them (by the Board, or by their boss) to get done
Responsibility - What they actually do themselves (i.e. What won't get done if they don't come to work)


Dr. Zoie Wong presented their team's discussion.


After the exercise, Prof. Fisher introduced the structure of Performance Measures which separated into three zones that were from Operational Level to Tactical Level and finally to Strategic Level. Moreover, it measured the success in different areas included Community, Customers, Owners, People and Partners.


Prof. Fisher analyzed the missing from Balanced Scorecard approach and comparing it with PMF using McKinsey 7S model as shown in following table.


Before the lunch, Prof. Fisher explained the Customer Value Management in four steps.


In addition, he identified value drivers for overall satisfaction using Customer Value Tree.


He concluded the approach of performance measurement based on Stakeholder Value which led logically to the generic content of Board and leadership reports which were more comprehensive, captured current performance and predicted likely future performance.
