《半澤維基之還我Remote》

為了香港的創意產業,大家一定要正視發牌事件及發聲!

首先,從公平/公道的角度來看。

我不會用不公義來形容發牌這事,但一定是不公平的賽果。我對公義的理解是「一個社會正不正義」,因太沈重,所以用公平/公道來說項。
(古典正義論是源於美德,現代正義論則從自由出發。一個社會正不正義,就要問它如何分配人民所珍視之物如:所得,財富,權力,機會,職位,榮譽。通往正義之路界定了三個出發點:福祉,自由及美德。 邁可。桑德爾(2011))
為什麼是不公平/公道?
如果只是經濟因素,正如施永青所說,由市場來決定。
如果含有政治因素,一是三個同時不發或三個同時發。(又佔中,又政改,還要加火頭?)
行政會議的保密制度和最終發牌理據是兩碼子事,不能混為一談。這犯了不相干的謬誤。 (梭羅在《公民不服從》中說:真理不會自相矛盾,也不會專用錯誤的手段去彰顯正義。
正所謂民不與富鬥,富不與官爭。這是因為資源的問題,如政府用公帑來打王維基,也是不公平的。因此港視聲明:政府若有合理解釋或棄司法覆核。

其二,從法律的角度來看。

政府的決定是否合法?博客山中雜記有詳盡解說。他說問題的核心是香港政府的決定與憲政和法治是否有衝突。山中提出如果香港電視與其他政治人物有膽出來指責政府違憲,並在法庭上用憲政問題挑戰它,政府就會被將死。不危害政府執政的解決方法只有幾個:1)王維基不申請司法覆核,或者是不質疑政府是否違憲;(我相信不能)2)政府接受違憲裁決,發出牌照並放棄行政會議的權力;(我認為機會較低)3)公衆始終不明白憲政和法治的問題,事件逐漸淡化。(我認為機會較高,所以要出聲!)。
但近日特首的回應中看出政府不會退讓,司法覆核會是唯一的選擇。 如山中說,這是一場消耗戰,雙方耗盡自己的力氣也佔不到任何優勢。但政府用的是公帑,王維基用自己公司的真金白銀來對抗,是不對等的抗爭。

最後,從香港文化及創意產業的角度來看。

早前政府提出六大優勢產業包括文化、創意工業、教育、私營醫療、檢測認證及環保工業中,文化及創意工業是需要龐大科研配合與大學教育及研發息息相關。在不同的政策局及部門都想為香港定位,如:香港貿發局推動的「邁向亞洲 首選香港」(Think Asia, Think Hong Kong)和香港檢測和認證局推動的「香港檢測 香港認證」(Tested in Hong Kong, Certified in Hong Kong);還有香港科技園推動香港於重點科技領域上成為世界級的科技樞紐和數碼港推動香港成為亞太區資訊及通訊科技業界的領先樞紐;在商務及經濟發展局其下設立創意香港專責辦公室,致力推動創意產業的發展及把香港發展成為區內的創意之都

但正如台灣導演九把刀所說,如果香港電視業未來仍然由無線一台獨大,不出20年,香港的影響力將會消失得無影無蹤,嚴重削弱香港整體競爭力。年輕一輩,不是看韓劇、台劇就是看美劇;而本地入行的吸引力下降。香港的電視台是香港創意工業的溫床,加上電視劇不只是廣告收益,還有明星效應(如演唱會)、出版、電影、數碼娛樂(如半澤直樹的遊戲APP)及周邊產品(如半澤直樹的加倍奉還饅頭),不會如政府所說對市場有那麼大的負面影響!
在第六屆「中大新聞獎」的第一個講座「新媒體與網上媒體的未來」中,王維基自言,有過兩場以小勝大的經驗,一次IDD、一次香港寛頻,賺過一點錢,如今就算要退,都可以帶著光環而退,死而無憾。王維基是市場的改革者,常用破壞性創新(Destructive Innovation)來突破界限。大家都期望他可以成為香港的喬布斯(Steve Jobs),成為年輕人奮鬥的榜樣。 電視業要有新血,王維基就像Keystone in RainForest,把所有人連結一起來創新及創造一個以往從沒有的電視產業生態系統(Television Industry Eco-System)。

現在連民間特首劉德華都撐香港電視!如再拖延,有可能會做成提前佔領中環,一發不可收拾!今次政府真的把沈默的大多數找了出來。如政府堅持不作出理據充分的解釋,經考慮了公平/公道、法律、文化及創意產業和一籃子因素,我決定支持引用特權法索取政府發牌文件。

為了香港創意產業,大家都要盡一分力。

OUHK Testing and Certification Day 2013

The Open University of Hong Kong (OUHK) organized the 2nd "Testing and Certification Day" to align with the Government's strategy and to drive the development of Testing and Certification (T&C) industry. It aimed to increase public awareness and understanding of the industry from an engineering perspective. Hong Kong Society for Quality (HKSQ) is one of the supporting organizations of the “Testing & Certification Day”. I represented HKSQ to attend the seminar named "Testing and Certification: From an Engineering Perspective" and I summarized this seminar for sharing below.

In the beginning, Prof. Danny Wong (Acting President, OUHK) gave an opening speech. He mentioned the importance of cooperation among government, industry and academic and introduced OUHK courses from Chemistry & Biology to Engineering.


Then Prof. Wong and Prof. Ho presented a Honourable Professor to Ir. Dr. Hon Lo Wai Kwok (Member, Legislative Council - Engineering Constituency).

The first speaker was Ir. Dr. Hon Lo Wai Kwok and his presentation entitled "Testing and Certification - Why Hong Kong?". Dr. Lo said know-how was important but know-why should be identified first.


In the beginning, Dr. Lo briefed the background and statistics about T&C industry. Then he quoted some news report such as "Shenzhen residents generate US$3 billion annual sales in Hong Kong due to fear about product safety". Visitor spending in retails had been playing a notable role, and was especially vital at the time of economic downturns. Dr. Lo found three reasons why mainland tourists shop in Hong Kong. It was mainly due to "Lower Prices", "Quality Assurance" and a "Wider and More Exclusive Range of Products" being offered with better service.


After that Dr. Lo mentioned our strength in T&C Industry below.
1. High level of integrity and credibility
2. Good intellectual property protection
3. Robust accreditation system
4. Gateway to China
5. Good logistics support and communication system
6. Well established education and training system
Finally, he used 5 I's of competitive advantages of Hong Kong to conclude his speech. There were International, Information, Integration, Innovation and Integrity.

The second speaker was Ir. Raymond Wong (Member, Industry Training Advisory Committee (ITAC) of Testing, Inspection and Certification Industry, Qualifications Framework" and his presentation topic was "Introduction to the Specification of Competency Standards (SCS) for Testing, Inspection & Certification (TIC) Industry".


Ir. Raymond Wong introduced 7-level hierarchy of Hong Kong Qualification Framework (QF) which covered the academic, vocational and continuing education & training sectors. TIC is one of 19 ITACs and it established on 15 August 2010. Ir. Raymond Wong brifed the SCS consisted of competencies (skills and knowledge) which were grouped and presented in the form of Units of Competencies (UoCs). UoC was based on "Generic Level Descriptors (GLD)" under the QF. The first draft TIC SCS completed around 240 UoCs from seven major functional areas (i.e. Testing Operations (TEO), Testing Quality Management (TQM), Inspection Operations (INO), Inspection Quality Management (IQM), Certification Operations (CEO), Certification Quality Management (CQM) and Operations Management (OM)).

The following table showed one of UoC as an example.



The third speaker was Ir. Felix Chan (Vice Chairman, Hong Kong Association for Testing, Inspection and Certification (HKTIC)) and his presentation title named "The Recent Development in the Testing, Inspection & Certification Industry". Firstly, Ir. Felix Chan briefed the growing and emerging needs in some testing & certification trades. He said 87% of the business receipts of private independent establishments in 2008 were related to testing of textiles, clothing and footwear; toys and games; electrical products; and medical testing.


Then he selected the building and construction growing markets of TIC and there were 55% growth from 2009 to 2013 (4 years). After that he introduced the development of human resources for the industry that HKTIC Professional Certification Scheme for Testing Personnel (PCSTP) has established since 2011.


Ir. Joseph YW Mak (Chief Structural Engineer, Development and Construction Division, Housing Department) was the forth speaker and his topic named "Construction Product Certification in Hong Kong Housing Authority". Ir. Joseph Mak said Hong Kong Housing Authority (HA) had been spearheading the development and implementation of Product Certification for Building & Construction Material in Hong Kong. They considered QA of building products manufactured off site as equally important as quality supervision of construction works on site.


Then Ir. Joseph Mak introduced 8 measures in construction contracts to assure product quality included ISO 9001 certification, Sample Submission for prior approval, Surveillance Check, Quarantine Testing, Verification upon On-site delivery, Performance Assessment Scoring System (PASS) assessment, RFID for traceability and Product Certification (Upstream QA measure). The following diagrams showed the 6 stages implementation of building product certification.



Ir. Sam MS Choi (Electrical & Mechanical Engineer, EMSD - Energy Efficiency Office) was the fifth speaker and his presentation was "Hong Kong Energy Efficiency Labelling Scheme". Firstly, Ir. Sam Choi introduced the Labelling Scheme separated into voluntary and mandatory schemes.


Then he briefed how to interpret different labels for different products. The level 1 was indicated the most efficient using less energy. (For more information: www.energylabel.emsd.gov.hk ) The testing requirement for Energy Efficiency Labelling Scheme needed to be performed by HOKLAS accredited laboratory or equivalent.


The sixth speaker was Ir. Alain Tang (Chairman, HKIE - Control, Automation & Instrumentation Division) and his talk named "Route to HKIE Membership". He introduced different disciplines of HKIE and briefed its history.


Ir. Alain Tang mentioned the career path of typical professional engineers between private company and government department.


Dr. George HK Lau (Asso. Professor & Programme Leader (Testing & Certification), School of Science and Technology, OUHK) was the last speaker and his topic entitled "Ways to Become a Testing and Certification Professional". Dr. Lau mentioned that T&C Industry had still stated in the 2013 Policy Address.


Then Dr. Lau briefed T&C Industry characteristic in this few years, career pathway through QF and some knowledge requirement. There were two professional certification scheme from HKTIC and HKSQ. OUHK had two courses accredited by HKSQ under Certified Laboratory Quality Specialist (CLabQS). They were TCS 371: Product Certification and Laboratory Accreditation Practices and TCS 811F: Laboratory Management and Accreditation (http://www.hksq.org/acourselist.htm). HKSQ Seminar "Using DOE in Service Quality"

We were honor to invite Dr. Scott Kowalski (Technical Training Specialist, Minitab Inc.) to give us a seminar named "Using Design of Experiment (DOE) in Service Quality. The seminar was organized by Hong Kong Society for Quality (HKSQ) and co-organized by ASQ Hong Kong. DOE is a powerful tool for exploring and optimizing processes. With the advancement of Lean Six Sigma, many of the statistical analyses that have been utilized in manufacturing have migrated to the service sector. This talk aimed to provide some real world examples of using designed experiments for Service Quality.

Dr. Albert Tsang (Former Chairman, HKSQ) gave welcome remark and introduced our speaker Dr. Scott Kowalski.



In the beginning, Dr. Scott Kowalski briefed the seminar outline included Minitab, Six Sigma & DMAIC, Industries, DOE and Examples. Dr. Kowalski said Minitab had developed at Penn State since 1972 and TechMax HK was one of Minitab Partners in the world. They had three key products included MINITAB, Quality Companion and Quality Trainer.


Then he briefed the real value of Six Sigma was orchestrating process improvement through the implementation of statistical techniques. DMAIC was then introduced. Scott found that DOE would be useful in A and I phases of Six Sigma. Moreover, he pointed out if error reduction was warranted within manufacturing industries, it should be considered even more crucial to service quality (e.g. Financial areas, Government sections and the delivery of Healthcare).


Scott mentioned his customer in different inductries such as bank, coffee, hospital, mining, etc. The following diagram showed some improvement processes in healthcare industry.


After that he introduced DOE which was not only for process optimization but it helped us to understand the impact of parameters change. One of his example was a Hospital which wanted to minimize the percentage of insured patients whose discharge was longer than 50 minutes leading to increased customer satisfaction, increasing the number of admissions and turnovers, and increasing profit.


There were four factors to be considered. They were Resident Time (ResTime), Porter Time (PortTime), Insurance Time (InsTime) and Pharmacists. The design was a 2^4 full factorial with 10 replicates to understand the variation.


Main effects and Interaction plots were showed.


Finally, Scott introduced the DOE Logistic Regression and summarized that it was not usually necessary to use all of the high power DOE tools but use main effects and interaction plots

Q&A session.
Scott replied that DOE was not design specifically for Big Data but Minitab was able to handle it. After DOE analysis, lean project would be one of follow-up actions.

At the end, Dr. Albert Tsang presented a souvenir to Dr. Scott Kowalski.

ANQ Congress 2013 Bangkok – Technical Visit

There were two technical visits were organized in ANQ Congress 2013. They were Siam Kraft Industry Company Limited and Toyota Motor Thailand Co., Ltd. (Banpho Plant). Ivan, Minda and I (HKSQ) visited Siam Kraft; as well as, Albert and Peter (HKSQ) visited Toyota.


During the transportation, I promoted “Tested in Hong Kong, Certified in Hong Kong” leaflet from Hong Kong Accreditation Service (HKAS) and Hong Kong Society for Quality (HKSQ) to the participants again.


Before a talk and visit, we had a tea first.


Then Siam Kraft representatives gave us a talk to introduce the company and its process management. Siam Kraft Industry Co., Ltd. total capacity is approximately 1.7 million tons per year from 14 production lines in 3 countries, Thailand, the Philippines and Vietnam.


After that a safety video and corporate video were showed to all participants.



Then SKIC Products were briefed and included Sack Kraft, Corrugating Medium and Gypsum Liner, Liner board, Core Paper and Duplex. The basic processes included 4 steps: 1 – Stock Preparation (Recycled OCC); 2 – Wire Part (Paper Forming); 3 – Press Part (Pressing) and 4 – Dryer Part (Drying by Steam).

Their new product development process was discussed.
1. Idea Generation (Marketing pull that light weight paper with high strength)
2. Market Strategy Development (To keep customer by developing TTS@SKIC-WS)
3. Technical Assessment (Using QFD to change VOC to product specifications, then to process control parameter)
4. Business Analysis (Feasible)
5. Product Development (Feasible)
6. Testing & Validation (1st, 2nd, 3rd Mill Trial)
7. Commercialization


We discussed in the control room.


The raw matter was stock and waiting for process.

ANQ Congress 2013 Bangkok – Gala Dinner

After ANQ Congress 2013 two days event, Gala Dinner would arranged in the same hotel (Swissotel Le Concorde, Bangkok) and started at 7:00pm. Some photos were taken for memory of Joyful Time. 

The whole HKSQ team member took a photo during Gala Dinner.

Then song from Japanese Society for Quality Control (JSQC)


Vietnam Quality Association of Ho Chi Minh City (VQAH) team performed Vietnam traditional dance.



Hong Kong Society for Quality (HKSQ) was the next performance and we also invited Mr. M.F. Kavehpisheh from Iran to join us.


China Association for Quality (CAQ) sang a song.


Singapore invited China, Taiwan and Hong Kong to sing a song together.

Indian Society for Quality (ISQ) was the next one.


Lastly, The Standards and Quality Association of Thailand (SQAT) led us to dance.
